Under general direction, the Fire Marshal oversees, coordinates, and supervises all activities of the Fire Prevention Division within the Fire Department. This includes safeguarding life and property from losses caused by fire, medical emergencies, and other incidents; conducting challenging inspections of industrial and residential properties, as well as places of assembly; and managing plan reviews, inspections, and enforcement related to fire protection systems in accordance with State and Federal fire codes and regulations.

Essential Duties:
The essential duties noted below are not intended to be an exhaustive list of all responsibilities, functions, and skills. They are intended to be a summary of key job responsibilities and duties.
Plan, organize, direct and supervise the Fire Prevention Division.
Evaluate the applicability of fire, building, electrical, life safety, and mechanical code requirements, as well as alternative fire protection methods, calculations, and modeling.
Develop and lead fire training activities for personnel in both the Fire Prevention Division and the Fire Suppression and Rescue Division, focusing on fire prevention and investigations.
Initiate and coordinate fire prevention and fire cause and origin investigations in collaboration with other city departments and external agencies.
Conduct analytical and statistical studies, research projects, and special assignments as assigned.
Provide interpretations regarding the application or enforcement of relevant fire and building codes, laws, and standards.
Make recommendations on staffing criteria, departmental efficiency, personnel functions, facility and equipment needs, and training requirements.
Act as the department liaison with other city departments, public agencies, and vendors as needed.
Deliver written and oral presentations to agencies and community groups.
Prepare reports detailing division activities and programs.
Review work outcomes and reports, providing recommendations for improvements or commendations.
Determine staffing and deployment assignments to fulfill the department's fire prevention, suppression, and emergency medical service objectives.
Enforce all fire prevention laws, codes, and ordinances to protect life, property, and the environment from fire and hazardous material releases.
Oversee cleanup and investigation processes following fire suppression or other emergencies.
Request assistance from other agencies as needed.
Present to the City Council and represent the Department at City Council or civic and professional meetings.
Verify the plan review for complex fire alarm systems, fire sprinkler and standpipe systems, fire pumps, fixed fire extinguishing systems, smoke control systems, clean agent systems, nonstructural building projects, and hazardous materials storage to ensure compliance with national codes and standards.
Coordinate fire prevention inspections, plan checks, and educational activities with other city departments, external agencies, and related businesses.
Ensure compliance with approved plans and national standards for complex fire alarm systems, fire sprinkler and standpipe systems, fire pumps, fixed fire extinguishing systems, smoke control systems, and clean agent systems.
Represent the Department on issues related to the development, implementation, and enforcement of relevant codes and ordinances.
Prepare budget requests and justifications for the division as assigned.
Respond to significant firefighting, medical, and hazardous materials emergencies to support Fire Command staff and manage fire and life safety systems, or initiate fire cause and origin investigations as needed.
Develop and enforce Fire Prevention policies and standard operating procedures.
Schedule, train, evaluate, and supervise assigned personnel, ensuring they meet the Fire Department's customer service objectives, goals, and standards while adhering to division and departmental policies.
Perform related duties as required
Desired Qualifications:
A minimum of five years of full-time, paid fire experience is required, including at least two years in the Fire Prevention Bureau. Additionally, at least two years of this experience must involve direct or technical supervision of Firefighters and/or Fire Inspectors within a Fire Department, focusing on the enforcement of fire or building codes, as well as conducting technical and complex fire inspections, plan reviews, and fire investigations.
An AA/AS degree from a community college, or equivalent, in fire science or related field, including course work in supervision and/or management supplemented by California State Fire Marshal Certified Courses OR Certification of Fire Prevention 1A, 1B and 1C as well as Fire Investigation 1A and 1B under the retired California State Fire Marshal certification
