Position Overview

We are seeking a Senior Operations & Maintenance Supervisor with elite HVAC technical expertise to lead facility operations across multiple GSA-managed federal sites in Yuma and San Luis, Arizona.

This role is designed for a hands-on mechanical systems expert—someone who can serve as both a technical lead and mentor to the O&M team while maintaining peak performance and reliability of complex building systems.

The ideal candidate will be the technical ace on site, with mastery in diagnosing and optimizing chillers, boilers, pumps, air-handling systems, and Building Automation Systems (BAS) for high-security, mission-critical facilities operating 24/7.

Key Responsibilities

HVAC Technical Leadership

- Serve as the lead technical authority for all HVAC and refrigeration systems across three federal facilities.

- Conduct advanced diagnostics and performance analysis on systems that include:

- Chillers: Trane CenTraVac and Carrier 19XR series (up to 450 tons)

- Boilers: Cleaver-Brooks and Lochinvar hot-water boilers

- Air Handling Units: Greenheck and Daikin modular AHUs with VFDs

- Split Systems & CRAC Units: Mitsubishi City Multi and Liebert systems

- Cooling Towers: Marley and BAC crossflow cooling towers

- Pumps: Bell & Gossett and Armstrong

- BAS Controls: Johnson Controls Metasys, Automated Logic WebCTRL, and Siemens Desigo systems

- Lead troubleshooting and emergency response for mechanical failures, comfort issues, and control system alarms.

- Coordinate and verify third-party services including eddy current testing, TAB, and water treatment.

- Evaluate system trends and energy data to implement performance improvements and fault detection measures.

Operations & Maintenance Management

- Plan and oversee all preventive, predictive, and corrective maintenance per the GSA PBS Preventive Maintenance Guide (2022) and CMMS/NCMMS requirements.

- Ensure 100% compliance with recurring inspections, PM tasks, and documentation standards.

- Supervise multi-trade technicians performing MEP, life safety, and structural maintenance tasks.

- Interface with the GSA COR and government engineers for project coordination, QA, and reporting.

- Support commissioning, retro-commissioning, and project scoping for system upgrades.

System Controls and Optimization

- Manage daily BAS operations, monitoring HVAC sequences, alarms, and performance across multiple platforms.

- Adjust setpoints, schedules, and control logic for optimal energy efficiency and comfort.

- Collaborate with GSA Energy and Sustainability teams to reduce energy intensity and achieve operational targets.

Quality and Safety Oversight

- Enforce all safety and environmental standards per OSHA, NFPA, and ASHRAE guidelines.

- Conduct quality control inspections and support GSA COR reviews.

- Maintain accurate equipment documentation, O&M manuals, and service logs.

Required Qualifications

- 10+ years of experience in commercial or government facilities maintenance, including 5+ years in a supervisory capacity.

- Extensive HVAC technical expertise including installation, commissioning, and troubleshooting of:

- Centrifugal and screw chillers

- Hot-water and steam boilers

- Air handling systems with VAV/VFD integration

- Cooling towers and hydronic systems

- BAS/BMS systems (Johnson Controls, Siemens, Automated Logic, or equivalent)

- EPA Universal (Section 608) Certification required.

- Strong understanding of ASHRAE, NFPA, NEC, and mechanical/electrical standards.

- Proficiency with CMMS/NCMMS platforms for scheduling, data entry, and performance tracking.

- Excellent leadership, technical writing, and communication skills.

- Ability to obtain and maintain federal facility clearance.

Preferred Qualifications

- Experience on GSA or CBP O&M contracts strongly preferred.

- Associate or technical degree in HVAC Technology, Mechanical Systems, or Facilities Management.

- Manufacturer certifications (Trane, Carrier, Cleaver-Brooks, Siemens, or Johnson Controls).

- Knowledge of energy management systems and metering analytics.

- LEED GA, commissioning, or energy auditing experience.

Physical and Environmental Requirements

- Must be able to climb ladders, lift up to 50 lbs, and work in mechanical spaces and rooftops.

- Must be available for after-hours response and rotating on-call duties.

- Work performed indoors and outdoors in varied conditions.

Compensation and Benefits

Competitive hourly rate commensurate with experience and aligned with the Service Contract Act (WD 2015-5475 Rev 26).

Includes paid holidays, vacation, health insurance, and retirement contributions in compliance with GSA standards.

$35.00 - $45.00 / Hour + $5.09 fringe benefits
