The Benefits Program Manager is responsible for functional administration, service delivery, cost management, reporting, and compliance processes for employer-sponsored insurance and retirement benefit programs, enterprise leave of absence programs, and workers compensation claims administration.Responsibilities
Manage service delivery and administration of employer-sponsored employee benefit and leave programs for union and non-union employees.
Provide communication, education, direction, and assistance to employees and program participants to optimize program utilization and ROI.
Recommend, plan, and direct implementation of benefit and wellness programs and processes.
Coordinate with Human Resources, Finance, Legal, and Corporate Claims functions to ensure seamless service delivery and program support.
Manage the administration of Leave of Absence and Worker’s Compensation claims programs.
Provide support and direction to managers and business unit leadership to coordinate effective processes administration.
Drive timely notification, documentation, eligibility review, and benefit coordination.
Conduct regular audits and reviews of processes, documents, tools, and workflows to ensure data quality, process effectiveness, and compliance with program and regulatory requirements.
Manage coordination with Payroll for benefit and leave transactions affecting employee wages and taxes.
Support process enhancements and automation to optimize user experience and drive effective use and maintenance of HRIS and other technology tools.
Deliver consistent, effective, and accurate communication with program participants.
Produce presentations and program materials including required notices, program-related correspondence, coverage summaries, and enrollment, transaction and claims materials.
Establish and manage controls and review processes to confirm program compliance with applicable federal, state, and local laws, and internal business controls.
Manage vendor relationships to ensure quality of service delivery in overall benefit administration and resolve employee issues.
Conduct reviews of insurance vendors, coverage, and services, renewal and initiation of carrier service contracts, and development of employee and employer cost modeling for each plan year.
Provide guidance to benefits team members, emphasizing service delivery, communication, subject matter expertise, and strong and accountable administrative practice.
Support Illness & Injury Prevention Program and associated reporting and posting requirements.
Manage benefit and employee health and safety-related filings, remittances, recordkeeping, reporting, notice, posting, and testing requirements.
Track and communicate relevant changes to regulatory requirements, and coordinate necessary process changes to ensure ongoing compliance.
Promote awareness of plan design elements, requirements, and considerations relating to eligibility and enrollment, including interaction with other programs.

Experience in a company with a similar size (2,000 employees, 1.4 billion in revenue)
Multi-state and union experience
Bachelor’s degree in Human Resources or equivalent combination of relevant coursework and experience
Licenses or certifications: CEBS, CBP, PHR, or SPHR/equivalent preferred
5+ years of directly-related full-cycle benefits experience in a Human Resources department
Experience administering at least 2 open enrollment cycles
Related retirement plan administration experience preferred
Supervisory experience preferred
Experience working for a benefits insurance broker preferred
Experience with administration of benefits programs in multiple states preferred
Administration of benefits programs in multi-employer, union plan environment preferred
Work EnvironmentOffice environment with flexible start times from 8am to 5pm. Hybrid schedule: 3 days in the office and 2 days working from home.Pay and BenefitsThe pay range for this position is $50.00 - $85.00/hr.Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
