Associate Analyst

Associate Analyst (Salary Range $98,853 – 114,435/annually, plus benefits)

We currently have a need for a full time Associate Analyst. Under the direction of the Engineering & Infrastructure Manager, the Associate Analyst will support the activities of Distribution, Treatment, and Engineering groups, including performing procurement activities, preparing cost-benefit analyses, writing staff reports, authoring grant applications, preparing regulatory submittals, supporting the water loss prevention program, evaluating

applications for new water service, helping prepare the annual departmental budget, and assisting the Asset Management specialist in development of digital work order management and asset tools

The ideal candidate will:

Perform professional level staff work individually or as part of a technical team as assigned, as well as some clerical tasks.

Analyze data, prepare and present reports, and develop recommendations with supporting information.

Simplify complex topics for non-technical audiences and prepare quick pointed summaries for executives and stakeholders.

Think creatively and seek alternative solutions to produce results and add value wherever possible that will benefit the District, while clearly articulating options to management and policy makers.

Exercise initiative, take personal responsibility, and follow through on assigned work.

KEY RESPONSIBILITIES

Prepares special studies, reports, and analyses related to engineering and operations,

including economic and budget analyses, and regular and occasional reporting required

by regulation or permit such as the DRINC report, water loss audit, and injection reports.

Carries out research, and makes and reviews calculations regarding water usage,

water demands, entitlements, and system components. Prepares recommendations and

reports for management.

Assists with the preparation of cost estimates for developer and capital projects and

operations and maintenance activities. This includes the District’s capital planning and

annual budget and may involve assisting in the development of the Engineering &

Infrastructure Department annual budget.

Assists the Asset Management Specialist with the development and implementation of

work order management and asset management tools. Coordinates with Distribution,

Treatment, Engineering, and Administration staff to collect, review, and organize data.

Provides project and administrative support to Treatment, Distribution, and Engineering

staff. Prepares Requests for Proposals (RFPs) and Notices Inviting Bids (NIBs).

Performs some clerical and procurement tasks, including printing documents; obtaining

quotes; preparing purchase authorizations and reviewing invoices for payment; and

filing and organizing District documents and libraries. Coordinates and fields

emergency calls for the Distribution group.

Demonstrates a willingness to be understanding, responsive, fair, courteous, and

respectful and actively participates in maintaining a positive customer service environment

Assists with preparation of grant proposals, including tracking and identifying funding

options, preparing cost estimates, and creating and reviewing drafts.

QUALIFICATIONS

Bachelor’s degree in engineering, science, public policy, administration, management, urban planning, economics, or a related field and one (1) year of progressively responsible professional experience; project and program management; development; or a combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance including a minimum of five (5) years of progressively responsible experience with project and program management

Valid California Driver’s License, and possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations for at least two (2) years’ duration.
