Special Project Analyst

Special Project Analyst (Salary Range $122,780 - $142,133/annually, plus benefits)

We currently have a need for a full time Special Project Analyst. Under general supervision, this Special Project Analyst plans, coordinates, and participates in a variety of high priority projects and planning activities, as well as analyses related to the Cost of Service Study, Sustainability Plan, and budget. Located in the Office of the General Manager, the position works cross-functionally with various departments to help plan, coordinate, and participate in strategic planning initiatives, as well as conducts analyses and develops reports related to administration, finance, human resources and customer service.

Works to support strategic initiatives and high priority projects, prepare, review, and finalize Board and Committee reports, and drive the reporting and analytical capabilities of the District necessary to improve its business and financial processes. As such this position works directly with confidential and sensitive data.

The Special Projects Analyst also provides internal project management oversight and assistance, analyzes data to provide insights to drive decision-making, proposes metrics and measures to track and evaluate performance, and prepares reports and presentations that make recommendations for improvement. Performs review and copy editing of reports and documents, and assists with maintaining the official records of the District. Reports directly to the Assistant to the General Manager, but also works frequently with the Chief Financial Officer and Principal Analyst.

KEY RESPONSIBILITIES

Researches and provides analysis for strategic planning purposes and key initiatives. Collects, analyzes and interprets data to identify process improvements, support project outcomes, and provide recommendations.

Prepares Board and Committee reports for the Office of the General Manager and the Administration Department that succinctly summarize analysis, findings, and recommendations, and prepares supporting presentations and talking points.

Provides review and copy-editing of docketing packets, reports, and other documents for consistency. Frequently works on projects and reports that are presented directly to the Board. Demonstrates a strong attention to detail.

Provides critical support in the planning, execution, and monitoring of special projects within the Office of the General Manager, including, but not limited to, the Cost of Service Study, Infrastructure Improvement Plan, Sustainability Plan, and budget.

Gathers and analyzes data for the budget, sustainability plan progress report, and other documents and reports, proposes metrics and measures to track and evaluate performance, and prepares analysis to benchmark the District’s performance against industry standards and goals from previous years.

Works to ensure timelines, goals, and objectives are met. Identifies potential risks to project timelines and recommends mitigation strategies.

Prepares and reviews applications for external awards such as the Government Finance Officers Association (GFOA) awards for Budget and ACFR, including researching guidelines and reviewing documents and reports to propose modifications and additional elements as needed to meet program criteria.

Maintains accurate records of project activities, including meeting minutes, project plans, and timelines.

Leads strategic implementation of assigned projects and drives continuous improvement initiatives related to the District’s administration, financial, and human resources functions.

May provide functional oversight of work products for other analysts within the scope of special projects.

QUALIFICATIONS

Bachelor’s degree or equivalent in public policy, public administration, business, finance, economics, or a related field required. Master’s Degree preferred in public policy, public administration, economics, business, or a related field. Two (2) to five (5) years of professional experience; project and program management, with increasing levels of responsibility. Progressively responsible analytical and project management experience; and experience with governmental processes related to preparing materials for public meetings desired. Strong analytical writing skills, and attention to detail. Possession of an appropriate valid California Driver’s License. Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations for at least two (2) years’ duration.
