HACSB has an excellent opportunity available for a full-time Housing Programs Representative in our Housing Management Department. We are seeking a compassionate and friendly individual who enjoys helping others to join our respected team of professionals. Independently performs a wide variety of technical, eligibility, and case management duties involved in operating the Housing Authority's Section 8, owned housing and Low Income Housing Tax Credit programs including; conducting eligibility interviews; determining eligibility and rent; conducting group and individual Section 8 briefings, and explaining housing programs and their requirements to applicants, residents, and property owners and managers. Incumbents in this position will be responsible for handling a substantial caseload and performing a variety of additional duties as assigned in support of the agency’s goals and objectives.

Key responsibilities include but are not limited to:

Determine eligibility of applicants for all Housing Authority programs in compliance with Housing Authority policies and procedures and all applicable regulations.

Conduct applicant and participant interviews including verification and calculation of income and assets.

Respond to public inquiries from persons seeking information about Housing programs, presenting a positive image of HACSB.

Conduct Section 8 briefings for eligible participants.

Process requests for new lease ups, schedule inspections and correspond with prospective landlords.

Conduct informal reviews and hearings/appeals as it pertains to applicant or participant ineligibility.

Provide liaison to other social service agencies, and hold interagency case conferences as necessary to address concerns with clients.

Interact with co-workers, clients, and Agency contacts in a professional, tactful and courteous manner, ensuring excellent customer service is delivered.

Interpret and apply HUD and other housing program regulations and Housing Authority policies.

Compose letters and perform a variety of clerical duties including data entry and accurately maintaining case files in compliance with applicable regulations.

The ideal candidate will possess the following qualifications and personal attributes:

Two years’ responsible experience providing clerical or administrative support in the affordable housing, public service and/or social services field;

Knowledge of basic office practices and procedures including record keeping practices and telephone etiquette;

Knowledge of modern office equipment and computers (MS Word, Excel and Outlook);

Good written and verbal communication skills including presentation skills, principles of business correspondence and proper use of grammar;

Knowledge of interview techniques;

Working knowledge of current social and economic programs and problems, and community resources;

Ability to learn, interpret, explain and apply HACSB’s and subsidized housing program rules and regulations;

Ability to maintain confidentiality of sensitive and confidential information;

Ability to successfully multi-task in a fast-paced work environment;

Proof of legal right to drive in CA and DMV driving record in good standing that meets HACSB’s insurability requirements is required; and

Bilingual with Spanish (highly desirable).

Full-time in-person position; 9/80 schedule Monday-Thursday and alternate Fridays.

COMPENSATION AND BENEFITS

The 5-step salary range is $29.68-$36.08 per hour + bilingual premium pay (if applicable).
