The Position:

We are currently seeking Associate Civil Engineers to work collaboratively with our talented, Capital Projects Engineering interdisciplinary team to strategically execute a broad array of engineering efforts from planning concept to Notice of Completion.

This is a professional engineering class in the civil engineering series requiring registration. Positions in the class are normally filled by advancement from the class of Assistant Engineer, or, when filled from the outside, require prior advanced technical or professional engineering work experience. An Associate Civil Engineer is expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments.

With a goal for sustainable infrastructure, Associate Civil Engineers and Assistant Engineers in the Capital Projects Engineering (CPE) Division perform a range of engineering tasks to design and construct public works, utilities and related projects for a wide range of Departments within the City of Santa Rosa. The CPE Division is comprised of a diverse, dedicated team of Engineers, Engineering Technicians, Surveyors, and administrative support staff whose scope ultimately includes projects to rehabilitate, upgrade, and expand virtually all aspects of the City's infrastructure - from transportation projects and bridge projects (including the 101 pedestrian overpass), to facilities projects (including interior remodels, Emergency Operation Centers, fire stations, community centers), to creek restoration projects, to water and wastewater infrastructure projects, and everything in between. The City is exploring and excited about Design-Build project delivery as an alternative delivery strategy. Capital Projects at the City of Santa Rosa are primarily funded through sewer and water rates, gas taxes, development fees, storm water utility revenue, and grants, as well as other transportation-related Federal, State, and local funding sources.

Examples of Duties and Responsibilities

Essential Duties:

The following duties are considered essential for this job classification:

Assist in the solution of complex technical problems

Review work completed by assigned staff

Review reports and check plans for conformance with design standards, codes and regulations

Investigate field conditions affecting property owners, contractors and maintenance operations

Respond to inquiries and complaints from the public by mail, over the telephone, and/or at a public counter

Make field inspections of buildings and/or utility, drainage, and street infrastructure under construction to insure proper execution of critical structural phases as designed and shown on the approved plans or otherwise required by applicable special provisions, design standards, codes and ordinances

Sign and stamp civil engineering documents including studies, reports, plans and specifications

Make field investigations of existing improvements, buildings and infrastructure and prepare reports based on findings

Administer contracts for construction projects

Supervise and participate in the preparation of plans and specifications for the construction of water, sewer, sewage treatment, street, storm drain, bicycle/pedestrian, traffic signal, creek restoration and other public infrastructure projects

Perform complex calculations and prepare estimates of time and material costs

Prepare estimates and feasibility reports for new or modified services and structures

Prepare special engineering studies and reports

Coordinate utilities activities with other City departments, divisions and sections and with outside agencies

Coordinate public information and/or education programs related to assigned projects

Make presentations to the City Council, Board of Public Utilities, and to various other boards and commissions

Develop and revise design and construction standards for public infrastructure

Research project design requirements

Assign investigation, design, AutoCAD, and drafting tasks to technical staff

Supervise, train and evaluate assigned technical staff

Collect field samples for testing and analyze test results

Order survey, mapping and data collection

Research publications and industry information sources related to assigned projects

Serve as staff to a variety of City commissions, boards and committees on public works or utility matters

Perform related duties as assigned

Required Qualifications

Associate Civil Engineer

Knowledge of: Principles and practices of civil and structural engineering as applied to public works, utilities, or building construction projects; methods, materials and techniques used in the construction of public works, utilities or building construction projects; modern developments, current literature and sources of information regarding engineering; City engineering policies and procedures; and effective problem solving techniques. Depending on assignment area, qualifications may include knowledge of principles and practices of engineer's cost estimating, the Subdivision Map Act and principles of the subdivision of land, and/or engineering design principles, practices and methods with emphasis on hydraulics and sanitary engineering.

Ability to: Make complex engineering computations, including estimating time and materials costs; check, design and supervise the preparation of engineering plans and studies; communicate clearly and concisely, orally and in writing; use and care for engineering and drafting instruments and equipment; perform complex professional engineering work with a minimum of supervision; and effectively resolve work-related problems. In addition, some assignments require the ability to make effective presentations to groups.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient engineering experience comparable to the level of an Assistant Engineer in the City of Santa Rosa to demonstrate possession of the knowledge and abilities listed on the job description; Education- Equivalent to a Bachelor of Science degree in engineering or a related field.

Required License(s): This classification requires the use of a personal or City vehicle while conducting City business. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess a valid, Class C, California motor vehicle operator's license.

Professional Registration: Possession of, or ability to obtain prior to appointment, a certificate of registration as a professional engineer in civil engineering in the State of California is required.

Additional Information

Working conditions for positions in this classification vary depending on department and division or section assignment. In all assignments, incumbents communicate orally with others, both face to face and using the telephone, in order to respond to inquiries and complaints from customers and when conducting project-related public education activities. All assignments require incumbents to read and interpret construction drawings, such as improvement plans, maps and/or blueprints; to sit or stand for extended periods of time with the ability to move about at will; and to review and/or check the work products of others when preparing, reviewing, checking and interpreting plans and/or construction drawings. Incumbents frequently use a terminal or personal computer keyboard, which requires repetitive arm/hand movement, to prepare written materials such as construction specifications, engineering reports, e-mail messages, City Council packages and other correspondence, and when performing design functions using AutoCAD. Incumbents communicate orally in a group setting while conducting project-related public meetings and making presentations to the City Council or other groups. All assignments also require incumbents to walk over rough, uneven or rocky surfaces when investigating field conditions, performing field inspections, and/or collecting field samples for testing; and to use calibrated instruments to measure distances for plans and/or maps.

Incumbents prepare charts, graphs, maps or similar objects when preparing schedules or sketching details for customers. Also in these assignments, incumbents observe or monitor data to comply with design, construction and safety standards, as when reviewing engineering calculations for compliance with standard practice or when reviewing technical reports on hazardous materials sites; and estimate labor or material costs from work plans in order to prepare design and construction cost estimates and/or to prepare budgets. On construction sites during field inspections, incumbents in these assignments hear and respond to vehicle backup alarms; observe or monitor objects or people to ensure compliance with safety standards, such as when checking trench shoring and use of vests and hardhats; and work in a variety of weather conditions with exposure to the elements. These assignments also require incumbents to discriminate among colors when preparing and/or reading maps with colors as the legend and when reviewing AutoCAD drawings; and to climb ladders or steps, use stomach and lower back muscles to support the body, and coordinate movement of more than one limb simultaneously when conducting field investigations or inspections.
