The Presidio Trust is seeking a Director of Public Safety who will support the Park Division. Reporting to the Chief Park Officer, the Director of Public Safety will provide administrative management and technical expertise in the development, implementation and coordination of the Trust’s comprehensive Public Safety Program; represents the Presidio Trust in collaborations with other federal, state and local disaster management agencies; serves as the Presidio Trust public safety professional in support of the planning of emergency and continuity of operations efforts; and provides expertise and administrative support in planning, staff training and exercises of the Presidio Trust Emergency Management & Continuity of Operations Plan, and serves as the Emergency Manager for the Presidio Trust.
This is a full-time position with benefits and a starting pay range of $190,064 to $213,865 based in the SF Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by December 9, 2024 will receive first consideration.

Responsibilities
Responsible for the overall management of the Trust’s comprehensive public safety program that includes law enforcement services, Fire suppression and EMS services, Fire Protection Program, Emergency Management and Continuity of Operations program, Security and Systems program, Safety and Occupational Health program, and Environmental Protection and Environmental Health program.
Through regular meetings and review of reports and invoices, manage the law enforcement services received by the Presidio Trust from the US Park Police and assure compliance with the services contract ($4 Million+). Work to evaluate levels of service and performance to ensure public safety and security. Manage contract negotiations in collaboration with the Chief Park Officer, Trust Legal and Finance.
Through regular meetings and review of reports and invoices, manage the emergency services received by the Presidio Trust from the San Francisco Fire Department and assure compliance with the services contract ($4 Million+). Work to evaluate levels of services and performance to ensure rapid response. Manages contract negotiations in collaboration with the Chief Park Officer, Trust Legal and Finance.
Provide subject matter expertise on planning emergency management and preparedness, advising Presidio Trust management officials on policies, requirements and best practices in emergency management. Manage and maintain Trust’s Emergency Management & Continuity of Operations Plan. Maintain communications with cooperating and assisting agencies regarding mutual aid and collaborative emergency preparedness, emergency management and emergency operations.
Work collaboratively with and provide guidance to the Chief Park Officer and provide guidance and best practices to the Chief Executive Officer, in areas of emergency planning, preparedness, response and recovery.
Serve as the Presidio Trust’s Department Operations Center (DOC) Manager during activations of the Emergency Management and Continuity of Operations Plan.
During any area wide activation of the Emergency Management System, serve as, or recommend to the Chief Executive Officer, the official Presidio Trust Agency Point of Contact for the City & County of San Francisco Department of Emergency Management, or other agency emergency command post locations as needed.
Provide oversight of the training and credentialing program for emergency management training and qualifications credentials for Trust staff as required.
Attend annual Emergency Management training, train and drill essential Trust staff annually in best practices and updates of Emergency management operations and planning.
Provide leadership, guidance and advice to the Fire Marshal in the execution of the Fire Protection Program, consisting of fire code administration and enforcement, fire & life safety inspections, fire prevention education, pre-fire plan preparation and management, and fire incident investigation through regular meetings and reviews of inspection reports, plan review summaries and other documents and metrics related to the Fire Protection program.
Provide leadership, guidance and advice to the Emergency Management & GIS Data Specialist relating to the management and maintenance of the Trust’s Emergency Management and Continuity of Operations program, and geospatial information and data systems.
Provide leadership, guidance and advice to the Safety & Occupational Health Specialist in the interpretation of pertinent legislation, regulations, and standards to conform to Federal requirements and to ensure achievement of sound program objectives and improved service to workers within the Trust.
Provide leadership, guidance and advice to the Environmental Protection Specialist and Environmental Health Specialist relating to environmental protection programs (e.g., programs to protect or improve environmental quality, control pollution, manage lead, mold, and asbestos, and ensure compliance with environmental laws and regulations).
Serve as initial point of contact for questions or concerns from the United States Park Police and the San Francisco Fire Department and refer questions and concerns to the appropriate Presidio Trust management official.
Write detailed reports and other documents.
Establish, research and maintain appropriate files.
Other related administrative duties.
Management Responsibilities
Directly supervises 7 employees and an additional 3 employees indirectly. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; authorizing time off; rewarding and disciplining employees; and addressing complaints and resolving problems.
Required Qualifications
Bachelor's degree in emergency management, homeland security and defense, or equivalent field of study, OR
Associate degree in emergency management, Homeland Security and Defense, or equivalent field of study from an accredited college or university, plus nine years of verifiable work experience dedicated to emergency management, homeland security and defense, or equivalent field of study, OR
High school diploma, plus twelve or more years of verifiable work experience dedicated to emergency management, homeland security and defense, or equivalent field Possession of a California State Emergency Management Specialist, nationally recognized qualification in an ICS position (type IV or higher) or equivalent certification
Five (5) years in a supervisory position in any or all of the above-mentioned disciplines
Five (5) years’ experience in emergency planning.
Five (5) years’ experience working in an Emergency Operations Center, Department Operations Center or similar in support disaster response or emergency operations.
Knowledge of the principles, methods, and practices of modern fire prevention and inspection, park management and law.
Knowledge of emergency management concepts and systems.
Skill in customer service and public relations practices
Skill in written and oral communication.
Ability to interpret data, information and documents.
Skill to analyze and solve problems.
Skill in math and mathematical reasoning.
Ability to observe and interpret situations and learn and apply new information or new skills.

A valid California driver’s license.
Solid computer skills with proficiency in Microsoft Office applications.
Desired Qualifications
Experience working with subject matter experts with expertise in historic structures within the requirements of the fire and life safety codes, and familiarity of NFPA 914, Code for Fire Protection of Historic Structures and the California State Historic Building Code.
