REQUEST FOR PROPOSAL (RFP 1230)
EMPOWERING ENROLLMENT: COMMUNITY OUTREACH AND APPLICATION TO INCREASE SAFETY NET PROGRAM PARTICIPATION
The Contra Costa County Employment and Human Services Department (EHSD), Workforce Services Division, is seeking proposals from qualified community-based organizations (CBOs) to support residents of Contra Costa County in applying for and maintaining eligibility for safety net programs (Medi-Cal, CalFresh (SNAP) and CalWORKs (TANF).
This initiative is funded through Measure X and aims to strengthen outreach and enrollment support.
In partnership with EHSD, contracted CBOs will receive basic program information to help them accurately inform potentially eligible residents. Additionally, CBOs will connect clients with other available resources, ensuring that Contra Costa County residents are supported in both accessing and maintaining essential benefits.
Approximately $2,250,000 in Measure X funding is available through this RFP. Contracts for services are anticipated to be for the period of February 1, 2026 to January 31, 2028. The final contract will be a Fee-for-Service Contract subject to the contract payment limit and the payment provisions contained in Section 5.2.
Submission of proposals in response to RFP 1230 is due on Friday, December 12, 2025 by 5:00 p.m. PST, without exception.
