Homeward Bound is seeking an experienced, compassionate Manager for our Next Key Program. This role is dedicated to supporting individuals and families experiencing homelessness in pursing and maintaining stable housing, financial independence, and long-term self-sufficiency, with a strong emphasis on justice, equity, diversity, and inclusion (JEDI). The program manager will oversee the development, implementation, and evaluation of programs focused on financial literacy, including budgeting, credit repair, savings, and employment pursuits, while providing support for both permanent and transitional housing. The ideal candidate will be trauma-informed, highly organized, and experienced in working with individuals and families experiencing homelessness.

Key Responsibilities:

Develop, implement, and monitor financial literacy services tailored to covering topics such as budgeting, credit repair, savings strategies, and employment preparedness.

Coordinate and manage housing support services, including assistance with securing both permanent and transitional housing for individuals and families.

Work closely with clients to identify housing goals, develop actionable plans, and provide follow-up support as clients transition into permanent housing.

Ensure that all programs are designed and delivered through a JEDI lens.

Provide individual and group financial literacy education sessions focusing on topics like budgeting, debt management, building credit, and saving for the future.

Incorporate culturally competent and equity-centered practices in financial literacy training.

Assist clients in developing personalized financial plans to achieve housing stability, reduce debt, and enhance financial independence.

Offer guidance on navigating financial systems, establishing credit, and managing savings goals, while being mindful of historical and systemic inequities in financial access.

Assist clients with job search strategies, resume building, and interview preparation to increase employment opportunities, with a focus on removing barriers to employment.

Meet regularly with clients to provide personalized case management and supportive services, maintaining a trauma-informed approach to foster trust, safety, and empowerment.

Advocate for clients within the community to ensure they receive appropriate services, resources, and support, especially those from historically marginalized groups.

Maintain accurate and up-to-date records of client progress.

Ensure all CalAIM requirements are complete and timely.

Prepare and submit reports on program outcomes, including financial literacy progress, housing stability, and employment status, for internal and external stakeholders.

Participate in regular meetings with senior management to provide updates, discuss challenges, and collaborate on program improvements with a focus on advancing equitable outcomes.

Build and maintain partnerships with community organizations and service providers to support and expand program resources.

Education or Training Equivalent To:

Bachelor’s Degree in Social Work, psychology or relevant field (desired) or 3-5 years of experience in the sector.

Minimum Years of Additional Related Experience:

Experience developing programs and service.

3-5 years’ experience working with individuals experiencing homelessness

and poverty.

Experience in residential programs and/or housing programs.

Knowledge of substance dependence and mental health issues.

Written & Verbal Communication Skills:

Bilingual Spanish desired

Ability to read and interpret documents such as policies, operating and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before small groups of students, clients, or employees of the organization.

Physical Requirements:

Ability to sit, and use a computer mouse, keyboard, and monitor, for moderate periods of time (1 – 3 hours per day)

Ability to stoop, crouch, kneel, and/or crawl on occasion

Ability to use the stairs at all times. Our Next Key Program is housed in a multi building facility that have 4 concrete stairs for the units on the second floor.

Ability to create an environment that fosters empowerment and motivation to make positive changes

Strong organizational, communication and documentation skills

Ability to work cooperatively with and contribute to a diverse workplace through ideas or experience

Competency with Windows and Microsoft Office Suite software

Self-starter who takes appropriate initiative, has excellent time management and organizational skills, the ability to prioritize and organize, is creative and has a sense of humor

Dynamic, resourceful, flexible, kind, compassionate, understanding

High level of awareness and comfort working in a culturally and ethnically diverse work environment

$35 - 37 per hour DOE with a competitive benefits package which includes 100% employer paid medical and dental insurance, 3 weeks’ vacation, and access to a 403b retirement plan. Under California law, Homeward Bound is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary or hourly rate outside of the range posted in this job announcement. This range considers the wide range of factors that are considered in making compensation decision including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. Salary and hourly rate offers are determined based on final candidate qualifications and experience.
