Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in Kihei on the island of Maui, Hawai‘i. Telework is permissible with Director approval. Telework (from employee’s residence city and state within the United States) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $9,000 - $12,000/Mon.
DUTIES: Under the general supervision of PDC Director of Information Technology, responsible for Data Architecture and Governance, Data Engineering and Optimization, Strategic Data Solutions, Leadership, and Operational Support. Manages, maintains, and optimizes PDC’s data infrastructure. Establishes data governance policies to maintain data integrity, quality, security, and compliance with industry standards. Oversees the design, creation, administration, and management of data schemas, metadata standards, and version control processes to ensure data consistency, integrity, accessibility, and interoperability across systems. Designs, develops, and oversees automated workflows and scalable data pipelines for data extraction, transformation, loading (ETL), and integration of both structured and unstructured datasets, enhancing data flow and accessibility across PDC’s applications and products. Develops and maintains both real-time and batch data processing systems, employing modern data engineering practices. Designs and implements robust database architectures, focusing on efficient data modeling, indexing strategies, and database optimization and performance to support complex queries and large-scale data processing needs. Responsible for supporting data services and systems in the Center’s production environment, to include troubleshooting, maintenance, access, and performance monitoring of such systems. Serves as the subject matter expert or data lead, providing technical support and guidance to internal and external clients on data architecture, storage solutions, and integration techniques. Works closely with cross-functional teams, including software engineers, GIS experts, and business stakeholders, to design and implement data solutions that align with organizational objectives while meeting stakeholder requirements. Provides technical advice and strategy recommendations to executives and program directors, ensuring that solutions meet current and emerging business needs. Facilitates the serving and visualization of spatial data through various workflows, ensuring seamless integration into PDC products and enhancing user experience and decision-making capabilities. Leads and mentors other PDC staff, fostering skills development in areas such as data modeling, ETL processes, and data quality management. Ensures consistent adoption of data policies and best practices. Facilitates training sessions to build team proficiency in data engineering tools and PDC methodologies. Oversees the integration and maintenance of data services across cloud and on-premises environments. Implements data operations best practices to ensure reliability, security, and availability of data services. Provides advanced technical support (Tier-1 and Tier-2) for complex issues, supporting customer-facing teams and ensuring seamless data operations during both routine and critical events. Performs other duties as assigned. The position is part of the team that provides 24x7 stand-by support for critical system.
PRIMARY QUALIFICATIONS:
EDUCATION Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Geography, Data Science, or related field.
EXPERIENCE Five to seven (5-7) years of experience in data engineering, processing, management, or governance. Includes three to five (3-5) years of leadership experience.
KNOWLEDGE Strong understanding of database design, management, and optimization, including relational databases (e.g., PostgreSQL, MySQL). Proficient in data integration techniques and ETL tools and processes (e.g., FME, Apache Spark, Python). Familiarity with handling various data formats and services (e.g., tabular, GeoJSON, APIs, RDS) across on-premises and cloud-based platforms. Experienced with cloud computing infrastructure (AWS preferred) and big data technologies (e.g., Kafka). Knowledge of GIS and mapping software (e.g., QGIS, MapLibre), with skills in spatial data management and web-based map services.
ABILITIES & SKILLS Strong ability to design and implement enterprise-wide data solutions to serve all needs. Strong problem solving and troubleshooting skills. Capable of understanding and managing requirements and complex workflows, with a keen attention to detail to ensure data quality, governance, and security. Proficient ability to think critically, creatively, and actively regarding how technical skills can help overcome business constraints and problems. Excellent written and verbal skills. Strong ability to time manage multiple tasks and priorities and work well independently or within a diversified team, as needed. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

SECONDARY QUALIFICATIONS:
Knowledge of Amazon Web Services (AWS), Python. Knowledge of GIS software such as GeoServer, GeoWebCache, ESRI. Experience with the phases of disaster management. Exposure to automation and scripting tools to automate routine tasks and infrastructure management.
