JOB SUMMARY:

Plans, organizes, and coordinates City-wide all-hazards emergency training, preparedness, response, mitigation, and recovery programs and activities; coordinates personnel, communications, and resources to promote adequate preparedness for emergencies; coordinates planning activities with local, state, and federal personnel, agencies, programs, and systems to ensure a timely, organized, and effective response to emergencies within the city of San Luis Obispo; implements, updates, and administers City and departmental emergency plans, programs, and systems; prepares, submits, and tracks grants and budgets; coordinates and supports hazard fuel reduction in open spaces and City-owned properties. The Emergency Manager requires the ability to work nights, weekends, holidays, and extended hours during emergencies as needed.

CLASS CHARACTERISTICS:

This single-position classification has broad management responsibility for the City’s emergency training, preparedness, response, mitigation, and recovery programs and activities. The incumbent is expected to exercise considerable independent judgment and initiative, review and evaluate emergency management policy, and recommend and implement improvements. The Emergency Manager classification is distinguished from other management classifications by its highly specialized knowledge and focus on City-wide emergency preparedness, response, and training.

SUPERVISION RECEIVED AND EXERCISED:

Receives general direction from the Fire Chief or designee within a framework of broad policies and procedures and established organizational values and process. Provides direction to City staff during emergencies.

EXAMPLES OF DUTIES

Plans, organizes, and coordinates City-wide all-hazards emergency training, preparedness, response, mitigation, and recovery programs and activities.

Instructs all City personnel in a variety of subjects relating to all-hazards emergency training; instructs and mentors City department heads, employees, and elected officials regarding their Emergency Operations Center (EOC) responsibilities.

Maintains a trained cadre of EOC team members, which involves providing new employee with appropriate National Incident Management System (NIMS) training courses; ensures the EOC cadre of positions have depth to rotate staff in and out of operational periods.

Provides meaningful feedback and coaching to department heads during EOC training and activations.

Recommends and assists in the implementation of goals, objectives, policies, and procedures related to emergency preparedness, training, and response.

Coordinates and facilitates a variety of meetings, correspondence, and activities with allied county, state, and federal agencies and emergency operations functions, such as County EOC, Cal Fire ECC, Cal Poly EOC, and San Luis Coastal School District EOC.

Updates and maintains the City’s emergency plans, such as the Emergency Operations Plan and the Community Wildfire Protection Plan; coordinates the City’s effort to maintain and update the Multi-Jurisdictional Hazard Mitigation Plan.

Maintains current knowledge of laws, codes, regulations, and policies related to an EOC.

Monitors and maintains EOC resources, equipment, and apparatus necessary for training and emergency activation.

Oversees the EOC facility during training and activation; coordinates with City Information Technology staff to ensure computer and phone setup in the EOC; ensures the proper environment for long-term EOC activation (e.g., climate control, meals, and hydration).

Coordinates community preparedness, safety, and prevention materials and events.

Assists the City Manager with preparing, presenting, and delivering reports to elected bodies, such as the Disaster Council.

Advises City departments in the development of department-specific emergency preparedness and response plans.

Provides the City’s communication team and Fire Department public information officer with timely communications related to pending, ongoing, and extended emergency and disaster response and recovery, as well as disaster preparedness.

Represents the City with community stakeholders, such as PG&E, Southern California Gas Company, Cal Poly University Emergency Management Team, and other organizations and agencies.

Coordinates, researches, locates, and administers a variety of grants.

Maintains records and prepares reports concerning new and ongoing programs and plans; maintains record for disaster relief programs and plans; maintains emergency preparedness reports; prepares statistical reports as required; makes presentations to public officials and community groups as necessary.

Provides ongoing community outreach and education with operational area partners.

Conducts Citizen Academy or Community Emergency Response Team (CERT) training program delivery as directed.

Provides direction and mentoring of City employees during EOC training and activation.

Provides the City Finance Department with documentation for reimbursement during an EOC training and activation.

Remains up to date regarding changes in department heads, staff, and council members to ensure of training needs.

Performs related duties like the above in scope and function as required.

KNOWLEDGE AND ABILITIES:

Knowledge of:

Principles and practices pertaining to Emergency Operations Center (EOC) operations and managing large-scale emergencies.

Practices and procedures of emergency management training, planning, and preparation.

Emergency management systems, including National Incident Management System (NIMS), Standardized Emergency Management System (SEMS), and Incident Command System (ICS).

Applicable local, state, and federal laws governing emergency management.

Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to emergency management work.

Principles and procedures of grant application and management.

Principles and techniques for working with groups and fostering effective team interaction and coordination.

Ability to:

Provide administrative, management, and professional leadership for the City’s EOC and emergency preparedness, response, and training functions.

Prepare effective reports, correspondence, and other written materials.

Accurately assess emergency situations, provide complex response recommendations, effectively establish priorities, and take effective courses of action during chaotic incidents.

Understand, interpret, and apply pertinent laws, codes, regulations, policies, procedures, and standards relevant to emergency management work.

Effectively represent the department and the City in meetings with governmental agencies, community groups, elected officials, and individuals.

Independently organize work, set priorities, meet critical deadlines, and follow up on assignments.

Use tact, initiative, prudence, and independent judgment within general policy, legal, and procedural guidelines.

Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.

Communicate clearly and concisely, both orally and in writing, using appropriate business English grammar and syntax.

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Work with diverse populations and maintain an inclusive environment.

Identify problems and possible causes and develop options for solutions.

Effectively communicate, both orally and in writing.

Be on-call as the EOC Emergency Manager as needed during emergencies or the threat of emergencies.

TYPICAL QUALIFICATIONS

EDUCATION AND EXPERIENCE:

Graduation from a four-year college or university with major coursework in emergency management, disaster management, business administration, public administration, or a related field;

and

Three years of administrative, technical, or operational experience in emergency preparedness, disaster response and recovery, law enforcement, military, fire, or a related field.

An equivalent combination of education and experience.

POSSESSION AND MAINTENANCE OF:

A valid California class C driver's license and a satisfactory driving record.

IS100, 200, 700, and 800 certifications.

G775 EOC Management and Operations certification.

ICS 300 Intermediate Incident Command System.

Desired:

Certified Emergency Manager (CEM).

Associate Emergency Manager (AEM).

Cal OES Credential as a Practitioner.

CSFM Chief Officer Certificate.

Homeland Security Exercise and Evaluation Program.
