The Position

The Housing Authority (HA) Program Supervisor is responsible for the supervision of Family Service Agency’s contract with the Housing Authority for the City of Santa Barbara. Supervision responsibilities include managing, developing, and directing staff, policies and procedures, working with the CEO on budget oversight, maintaining and creating relationships with public and private community partners, and providing support to the Agency’s fundraising and marketing activities. The Housing Authority Supervisor will also provide direct services within the specifications of the contract.

One of the primary purposes of the Housing Authority contract is to prevent evictions. This achieved by helping stabilize situations, through crisis intervention, connection with resources, case management, and behavioral health services. Staff provide intensive case management services to adults, seniors, and families in order to improve their holistic well-being. Case management services address goals related to housing, physical and mental health, and other social factors. FSA staff function as part of the Housing Authority Supportive Services Program; the majority of referrals received are from Housing Authority staff.

Sample Job Duties and Responsibilities

1. Staff Supervision

a. Maintain staffing levels by recruiting, interviewing, selecting, orienting, developing, and evaluating.

b. Meet individually with direct reports on a weekly and/or biweekly basis to provide ongoing feedback and direction, support, consultation, and discuss any corrective actions as necessary.

c. Provide group case consultation for staff on a weekly basis to support their direct service work with clients.

d. Provide Clinical Supervision to clinical staff if appropriately credentialed.

e. Conduct formal employee yearly evaluations to set goals based on performance and program objectives.

f. Maintain a safe and inclusive work environment by establishing and enforcing FSA standards and adhering to legal regulations.

2. Program Development, Compliance, and Evaluation

a. Provide supervision and direction for the contract with the Housing Authority of the City of Santa Barbara.

b. Cultivate and maintain effective relationships with the Housing Authority staff. Work closely with the Housing Authority in ensuring project effectiveness.

c. Oversee quality controls for the program including monitoring program outcomes, evaluating program effectiveness, and staying current with research in the field.

d. Oversee CalAIM service implementation within the Housing Authority contract, in coordination with the FSA CalAIM Manager and other FSA service programs implementing CalAIM benefits.

e. Work with the CEO in developing and overseeing the program budget.

3. Direct Service

a. Maintain caseload of case management clients. Case management services are provided at offices, clients’ homes, and in the community.

4. Community Partnerships

a. Represent FSA with funders and the larger community, and contribute to grant writing, fund development, and marketing as needed.

b. Network and collaborate with community partners to cultivate relationships to increase FSA’s visibility and position in the community.

5. Management Team Member

a. Participate in Program Management Team meetings to ensure alignment in program operations and strategic program development.

b. Participate in the ongoing development, evaluation, and implementation of operational and strategic plans.

c. Ability to respond to the community and offer support in a crisis.

d. Cultivate a climate that invites and motivates employees from diverse backgrounds, providing the platform and support to grow and lead at FSA.

e. Model and ensure an inclusive, welcoming, and inspiring organizational culture aligned with FSA’s values.

Employment Requirements:

1. LCSW or MSW from a CSWE-accredited program and two years post-master’s social work practice experience following graduation.

2. Bilingual in Spanish/English preferred.

3. Experience in program management and oversight and staff supervision.

4. Demonstrated knowledge of and ability to utilize research information.

5. Knowledge of issues concerning poor and under-served populations.

6. Case management and/or experience working within complex societal systems (i.e. social services, medical, education).

7. Demonstrated multicultural competency.

8. Excellent interpersonal and communication skills; ability to work collaboratively within a team environment.

9. Excellent organizational and time management skills.

10. Strong written and oral advocacy skills.

11. Computer and Internet literacy; excellent verbal and written communication skills.

12. Valid automobile insurance and a valid California Driver License.

13. Reliable transportation is necessary to travel throughout Santa Barbara County.

Classification, Hours and Pay Rate:

This position is full-time, 40 hours/week. Benefits include: flexible spending accounts and 403(b) retirement plan. Vacation, holiday, and sick leave also offered.

Pay range is $81,244.80 to $85,404.80/hour.
