Forestry Fuels - Mechanical Treatment Supervisor/Operator

Project manager and equipment supervisor/operator. Responsible for oversight and implementation of Forestry/Vegetation Management operations, ensuring safety, reliability, and regulatory compliance with state and federal rules; lead a diverse, specialized, workforce including contractor personnel; work with members and public entities to monitor and manage vegetation proximity to assets to contribute to system reliability and safety objectives.

LOCATION: Variable as assigned.

WORK HOURS: Variable as necessary. Typically, 40 hours per week- non-project

DESIGNATION: Full Time

DESCRIPTION OF WORK ENVIRONMENT: Office and field work performed in all types of weather on flat to steep rocky terrain.

PHYSICAL REQUIREMENTS:

Excellent coordination and heavy physical effort are required.

Considerable strain is caused by constant vibration, jerking and jolting.

Repetitive office responsibilities

ESSENTIAL FUNCTIONS:

Seek and establish work opportunities for forestry and/or vegetation management projects.

Operates one or more gasoline or diesel powered wheeled or crawler type equipment.

Performs preventive maintenance and makes minor repairs and adjustments.

Services equipment, inspects equipment, and maintains proper records.

Maintain a thorough knowledge of all guidelines, best practices, rules, regulations and laws that apply. Evaluate current industry issues trends and political, economic, and social issues affecting the program. Implement appropriate changes to improve processes and quality.

Continually review vegetation management work methods, procedures, etc., to discover and implement more efficient and effective methods.

Monitor and provide directions to crews on equipment maintenance requirements and frequency.

Communicate regularly regarding the progress of the work being performed, problems, questions, crew performance, etc. Provide ongoing feedback regarding performance; reinforce the performance which should be retained and give direction for the performance which should be changed/corrected.

Recommend to manager appropriate transfers, promotions, disciplinary action, and discharges.

Coordinate with public and private landowners and agencies.

Schedule and assign resources and coordinate with Operations Manager as needed.

Manage the flow of work to ensure maintenance is on schedule and job deadlines are met.

Frequently inspect/review work being performed by the crew for safety compliance, job progress, work practices, standards, adjustments needed, etc.

Ensure all team members attend job related and safety training, whenever possible.

Coordinate all incoming and outgoing time sheets, service orders, work orders and reports. Ensure all information is accurate and completed correctly.

Hire appropriate contractors to complete and maintain contracted vegetation management work.

Coordinate and oversee projects being performed by the contractor(s). Ensure contractors are performing within the NTE accepted contract/bid and following all safety rules.

Understand and assess wildfire risk and ensure crews are directed accordingly as conditions change.

Maintain a complete understanding of any fire mitigation plans and participate in periodic reviews, make recommendations, and assist in the development of plan as needed.

Develop and maintain strong negotiation and collaboration skills, diplomacy, and tact with the ability to adapt to changing and evolving business processes.

Computer Skills: Proficient on computer, including Microsoft Office 365 and operating systems relating to the utility industry including ArcGIS software and App suites, and CIS Systems.

Other Duties as Assigned

REPORTING RELATIONSHIP:

General - Reports to Operations Manager.

Subordinates - operators, line staff, ground operations, swampers, and other staff as assigned

QUALIFICATIONS, EDUCATION, AND/OR EXPERIENCE:

Required Qualifications:

Valid CA Class "A" Commercial Driver's License with appropriate endorsements. Experience operating tracked equipment on steep uneven terrain.

Recommended Education:

An Associates or Bachelor's Degree in Forestry, Engineering, or a related field is preferred. Education equivalent to university entrance with considerable experience in a responsible position conducting and/or supervising heavy automotive equipment repair and maintenance, mechanical maintenance, welding and/or fabrication training, shop supervision, or process management training.

Recommended Job Related Experience:

5 to 10 years in forestry operations or vegetation management. Experience in the oversight of a safety program related to vegetation management and safe tree falling methods. Experience with and knowledge of forestry and utility vegetation management concepts, methods, and techniques. Experience in project and program management concepts, methods, and techniques preferred. Qualified to make major mechanical repairs to include welding, cutting and metal fabrication. If applicant does not meet the Education required for this position, equivalent experience may be substituted and evaluated.
