ABOUT THE POSITION

Under direction of the County Department of Health and Human Services (DHHS) Director, performs a wide variety of management and administrative support work involving Department coordination of budget preparation and personnel recruitment; procedure development; supervision and oversight of assigned staff; and other related work as required.

SALARY RANGE

$4,297—$5,506 per month plus benefits

The hiring salary range indicated above has six steps with approximately 5% between each step. New employees normally start at step one and after satisfactory performance during a 12 month probationary period, advance to the second step. Thereafter, annual merit step increases are based upon satisfactory performance. Steps 7-15 are additional merit steps (eligibility every two years) with approximately 2.5% between each step.

MINIMUM REQUIREMENTS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

-Equivalent to completion of core course work from an accredited college or university in Business Administration, Public Administration or a closely related field; up to four years of additional qualifying experience that provides the equivalent knowledge, skills, and abilities may be substituted for the required education on a year for year basis.

-Five years of experience performing administrative work which would demonstrate the possession of the necessary knowledge and abilities for successful job performance with emphasis on supervisory, management and planning skills.

-Valid California Driver’s License. The successful applicant will be required to provide an official CA DMV Driver Record printout upon acceptance of job offer.

Upon hiring, college transcripts verifying degree or equivalent will be required.

RESPONSIBILITIES AND DUTIES

-Important responsibilities and duties may include, but are not limited to, the following:

-Manages and participates in all administrative support services in DHHS.

-Supervises assembly of all contracts on behalf of the Department including ensuring all county processes are followed.

-Coordinates department staff evaluations to be completed.

-Supervises assigned staff and evaluates performance.

-Develops general administrative and internal control procedures.

-Manages fleet maintenance and building maintenance and any procurement required activities.

-Plans, organizes, and coordinates personnel recruitment for the Department.

-Coordinates with other departments and internal program administrators.

-Identifies needs for policy changes and participates in developing them.

-Assists in developing production standards procedural manuals.

-Assists in development of the departmental budget and monitors expenditures.

-Authorizes expenditures within approved limits.

-Performs internal and external customer service functions by providing information and assistance with all staff and consumers.

-Maintains file system of all departmental records.

-Operates a computer to research and/or update database information; performs data entry functions by entering, modifying and reviewing data in computer system.

-Prepares and/or generates various correspondence and documentation.

-Reviews various documentation and processes, forwards, or takes other action as appropriate.

-Maintains inventory of departmental supplies and initiates requests for new or replacement materials.

-Responds to requests for information or assistance.

-Represents the department in various business and public relations matters.

-Coordinates correspondence, reports, and related documents.

-Performs related duties and responsibilities as required.

BENEFITS

CalPERS retirement plan, either 3 @ 60 for Classic, or 2 @ 62; deferred compensation plans available with monthly matching employer contributions; paid holiday, vacation and sick leave; paid health insurance, life insurance, dental insurance and vision insurance for employee. If employee elects not to enroll in County insurance and can provide proof of other group health insurance coverage, they may be eligible for a $300 monthly cash in-lieu benefit. This position is part of the Colusa County Management Coalition.
