Description of JobThe Office of Finance and Administration provides agency-wide, comprehensive, professional fiscal and administrative management and oversight for the Colorado Department of Corrections (CDOC).The Assistant Director of Finance and Administration provides management of multiple work units, strategic direction, and ensures program objectives are achieved. This position exercises leadership, coordination, and staff supervision in coordination of budget, finance and administrative functions for the CDOC which includes statute mandates, financial management and planning.Specific duties include, but are not limited to:

Provide senior management which includes planning, directing and administering the operations of Finance and Administration work units in all CDOC correctional facilities throughout the state through subordinate managers;

Execute major programs by developing and implementing policies, procedures, protocols, and program objectives; ensures consistency of practice operationally across all correctional facilities and divisions;

Responsible for oversight of the Finance and Administration work units and functions as may be determined by the Director of Finance and Administration;

Establish strategic work standards: develop position descriptions, performance plans and evaluations for subordinate managers according to state and agency guidelines;

Resolve employee complaints and respond to personnel matters, in collaboration with the Office of Human Resources;

Responsible for the administration of the relevant finance and administration budgets through subordinate managers;

Allocate fiscal resources among constituent programs;

Assist in planning the annual budget and assess monthly reports on spending within the work unit through the managers;

Supervise the preparation of fiscal budgets for operations;

Provide oversight in budget allocations and expenditures which includes determining, approving, and monitoring those allocations/expenditures;

Review projections and analyze operating, staffing and program needs; recommend changes in resources as it relates to annual allocations;

Provide oversight in monitoring expenditures with the various divisions; ensure spending is fiscally responsible;

Develop, employ and monitor processes to achieve the mission, vision and direction of the department concerning budget, expenditures, and stakeholders;

Design, develop and apply principles of strategic planning to ensure compliance with operational standards while achieving program goals relative to budget, human resources and application of other taxpayers’ assets;

Provide agency direction and management to each of these areas to ensure compliance with relevant federal and state laws and regulations and Departmental policies, including fiscal rules, Generally Accepted Accounting Principles, internal controls, and federal grant requirements;

Provide leadership to encourage innovation, problem solving, and create/implement long term strategic goals to support the department mission, ensuring efficient and effective operations, providing good customer service to a wide range of affected stakeholders;

Review, identify, develop, and recommend policies and procedures that govern the assigned areas based on applicable standards, rules and regulations, and the need for change;

Submit policies and procedures to the Director of Finance and Administration for approval;

Other duties, as assigned.

Experience: Six (6) years of progressively responsible professional work experience in budgeting, accounting, finance and/ or procurement.The experience must have included two (2) years of professional public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.Professional experience is defined as work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.In order to adequately determine if you meet the minimum qualifications, you must clearly describe your experience in the "Work Experience" section of your application. "See resume" statements will not be accepted.SUBSTITUTIONS FOR EDUCATION: Experience which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.A master's or doctorate degree from an accredited college or university in the above mentioned fields may be substituted for the bachelor's degree and general experience on a year for year basis.A bachelor degree (or higher) that is not in a closely related field of study, may substitute up to 60 semester hours of core coursework on a year for year basis.Required Competencies:

Proven experience in public sector and/or government budget financial management;

Proven experience managing staff with diverse professional experience and qualifications;

Proven experience in policy analysis, development and implementation;

Excellent interpersonal, verbal and written communication and public speaking skills;

Ability to problem solve and execute decisions;

Ability to multi-task within the scope of duties;

Ability to work in a complex political environment;

Excellent negotiation and consensus building skills;

Proven ability to provide quality, professional public-facing documents;

Proven ability to provide analytical expertise in strategic budgets and plans, and fiscal management planning;

Ability to provide oversight and tactical planning to achieve objectives in collaboration with Directors/Executive Staff;

Intermediate to expert abilities within Microsoft Office (specifically Excel, Word and PowerPoint).

Preferred Qualifications:

Two (2) years of professional second level supervision which is defined as supervising operations and subordinate supervisors to include responsibility for performance management and making decisions that impact the pay, tenure or status of subordinate staff.

Senior level management experience within a criminal justice or correctional environment;

Experience with State of Colorado budgeting process;

Program analysis experience, determining the impact of legislation, policy and operations to various programs;

Proven experience leading multi-disciplinary teams or committees.

Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension , relevant competency assessments and written/practical exams in Defensive Tactics;

Possess the physical ability to successfully complete Defensive Tactics;

Lift arms above head and kick as high as own waist;

Stabilize another person to accomplish a controlled take down;

Use arms, palms of hands, shins, and feet to deliver blows;

Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;

Swing a baton in a striking technique;

Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

Get down on one or both knees and up again with multiple repetitions;

Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;

Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;

Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;

Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;

Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;

Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;

Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;

Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;

Willing and able to travel;

Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;

TB (tuberculosis) screening is required of all new employees upon hire;

Employees may be required to submit to regular serial testing and reporting for COVID-19.

Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.

The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.

Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
