About this Unit:Located within the Behavioral Health Administration work unit, according to House Bill (HB) 21-1097. HB21-1097 provides that a Behavioral Health Administration (BHA) was created to be a single-state entity. It was initially established under CDHS as of July 1, 2022, and will provide administrative and “back-of-the-house” support as long as the BHA remains under CDHS’ purview. The BHA is a permanent entity that will be responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA will provide oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA works to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State’s 27-65 providers, and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority to administer federal mental health and substance abuse block grant funds.Description of JobAbout this Position:This position serves as Chief Strategy Officer to the Commissioner of the Behavioral Health Administration (BHA) within the Colorado Department of Human Services. The position directly supports the Commissioner in the operations and administration of BHA. This position works alongside the Commissioner and the Deputy Commissioners to ensure the BHA achieves integrated functions, efficient and effective processes, and cross-agency behavioral health leadership. This position reports directly to the Commissioner. This position is a member of the Executive Leadership Team. The successful candidate is an excellent relationship builder and works closely with all members of the leadership team. They also maintain positive working relationships with other agencies’ leadership as well as the Governor’s Office on matters of strategy and operational accountability. This position focuses on the strategic and practical strategies necessary to foster and maintain understanding among BHA staff members, State agency staff across partner state agencies, and external partners and stakeholders about the BHA’s role and functions. On behalf of the BHA Commissioner and the Deputies, this position develops effective processes to meet the vision and expectations of the Governor, Commissioner, and BHA Advisory Council. This position is responsible for supporting day-to-day strategy providing support and leadership with the Commissioner to set leadership meetings, priorities, strong communications, and inter-BHA collaboration as well as inter-state agency collaboration; specifically, with CDHS, HCPF, and CDPHE. This position identifies gaps, creates solutions, and directly manages risks, as well as, maintains a strategy balanced with response to urgent changes—creating options and pros and cons for the Commissioner to use in decision making. The position supports the Commissioner and Deputy Commissioners with change management and the development of a strong culture with clear expectations for accountability across the BHA and with CDHS leadership. This position also supports the Commissioner, Deputy Commissioners, and BHA leadership with crafting and executing the BHA’s strategic plan and is responsible for tracking the related workstream priorities to achieve strategic goals. The position works closely with the Governor’s Office on the BHA initiatives and acts as a liaison with other State agencies to ensure cross-agency projects are successful. Summary of Duties:Strategic Leadership and Management:

Serve as a thought partner and strategic advisor to the Commissioner, standing in on meetings, challenging ideas and offering a different perspective, building trusting relationships with staff and stakeholders, and following up on action items with the team accordingly so we maintain accountability.

Directly support the Commissioner as a member of the BHA’s Executive Leadership Team to achieve the goals and objectives of the Administration.

Alongside the Commissioner, oversee the BHA’s Executive Leadership Team, including strategy and performance management and Commissioner communications.

Oversee the creation of and execute a detailed strategic plan to ensure that the BHA meets the goals of the Governor’s WIGs, the vision of the BHA, and the goals and specific targets of the BHA leadership and teams.

Oversee the day-to-day implementation of the BHA launch and capacity expansion over the next two years monitoring implementation performance, capacity gaps, changing priorities, and communication strategy.

Coordinate and align projects, initiatives, and timelines across the BHA to execute strategy and achieve goals.

Lead cross-functional strategic initiatives, facilitate special projects, and ensure action items are executed.

Coordinate with budget and legislative staff leadership to ensure submissions are in line with organizational priorities.

Proactively follow up with the Executive Leadership Team if and when goals are not being achieved to determine why objectives are not being met. Provide actionable recommendations for improvement.

With Senior Leadership ensure that proper analysis, recommendations, and options are presented to the Commissioner regarding high-impact decisions.

Serve as a subject matter expert on the functionality of the business lines of BHA, ensuring inquiries and action plans are complete before issues come for decision-making. Ensuring the successful dissemination of communications in collaboration with ELT.

Create monitoring and performance expectations for project integration to reduce duplication, silos, and separate processes across teams within the BHA.

Track initiatives and projects intended to achieve BHA implementation, and goals and make recommendations for improved execution, timing, and Commissioner accountability.

Work with the Chief Financial Officer to monitor initiatives for opportunities for alternative funding and use of administrative savings to improve the use of federal match (leveraging match across agencies).

Monitor risk for the BHA implementation and administration of functions and create strategic solutions for managing risk both internal and external.

Serve as an escalation point and troubleshoot solutions for priorities that are behind, underperforming, or where leadership gaps exist.

Consults with program strategic and operational planners to achieve synchronized efforts.

Stakeholder Management:

Support the Commissioner in ongoing communication and coordination with the Governor’s Office, Cabinet members, and State agency leadership to align behavioral health strategy, policy, and initiatives and to ensure shared communication.

Design of a strategic approach to BHA networked government implementation including guidance, coordination, and support across agencies to understand and inform the new collaboration.

Alongside the Commissioner, lead collaboration efforts with the BHA leadership team.

Alongside the Commissioner, lead collaboration efforts between the BHA and executive leadership of other State agencies.

Alongside the Commissioner, support coordination and communication with the Governor’s Office; particularly over the next two years of BHA implementation.

Provide ongoing risk assessment and development of mitigation strategies to improve collaboration with external stakeholders building a collective vision and effort to support behavioral health in Colorado.

As part of risk management, monitor and anticipate the political and policy environment and track strategies and potential solutions with the Deputies and Policy and External Affairs Director to ensure risk is mitigated.

Lead complex, interoffice initiatives as warranted. Engage in or lead BHA inter-agency initiatives as warranted.

When needed, and as appropriate in the role, represent BHA at inter-agency meetings, various events, and when requested by the General Assembly, Governor's office, or Commissioner.

Commissioner Operational Support:

Craft the agenda for and ensure productive BHA Executive Leader Team meetings to achieve clear communication, priority focus, effective cross-BHA operations, leadership development, and goal achievement. Manage the meetings, and their cadence including ensuring that materials are available, time is productive, and meeting objectives are achieved.

Meet with the BHA leadership team as necessary to help drive the achievement of the BHA.

Work with the Commissioner, Deputy Commissioners, and BHA project manager to create milestones plans and to reprioritize initiatives in response to emerging challenges, emergencies, and the dynamic, changing behavioral healthcare environment.

Support the Commissioner in following State processes and provide expertise on how state processes inform strategy and operational day-to-day.

AND Seven (7) years of progressively responsible experience related to the duties of this position. Substitutions

Experience that provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

A master's or doctorate degree from an accredited college or university may be substituted for the bachelor's degree and one or two years of general experience respectively.

Experience working in a fast paced government work enviornment.
