Description of JobThe Work UnitThe Prevention Services Division works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional development, collaborative effort and sustained wellness of its workforce. The Prevention Services Division is actively building a workforce reflective of the diverse communities we serve. The Division strives to understand the needs of Colorado’s communities and encourages contributions of stakeholders in identifying and solving public health problems. We are committed to providing a respectful, supportive and inclusive work environment that demonstrates our commitment to accept and respect individuals from all communities.The Fiscal, Contract, Compliance and Operations Branch (FCCO)within PSD provides support to all programs within the Division, offering services that include fiscal management and oversight, procurement and contracting development and oversight, compliance monitoring and operations support. The branch provides division wide training, forms, policies and procedures for all the Division's business operations including all fiscal, compliance and contracting workflow. The branch maintains access to all department systems and houses super users for department systems including KRONOS, FDW, CORE, OnBase and more. The branch provides support for all division operations functions including the creation and management of division operations, personnel liaison functions, organizational charts and more. The branch is responsible for building, maintaining and implementing all systems, process, policies and procedures to support the functions listed above. The branch is responsible for producing financial records, tracking internal and external expenditures totaling over $200 million division wide. The branch is responsible for preparation of hundreds of contracts and purchase orders each year as well as compliance monitoring activities of grant funding passed through to external agencies.The PositionHelps budget, track, monitor, report, and manage all monies assigned to a branch’s program or grant. Processes and reconciles accounting entries to ensure budgets, encumbrances, and expenses are accurate. Develops skills under guidance and direction from the Fiscal Unit Manager and experienced Budget Analysts on how to use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels and advise program management on balancing available resources with prioritized programmatic needs. Under the direction of a senior fiscal officer or manager, works with FCCO leadership to provide budgetary and financial support to all levels of division management including offering fiscal recommendations, assists in the achievement of service goals and objectives at the least possible cost to the Division, and assists with budget analysis to support the CDPHE’s central budget office submission to the Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) for long bill spending authority, and other financial responsibilities as assigned.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsAn applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. Experience Only:Four (4) years of relevant experience in budget analysis, budget development and implementation, along with exposure to policy development and implementation.OREducation and Experience:A combination of related education, graduation from an accredited college or university in accounting, business, finance, public administration, or a closely related field, AND relevant experience in budget analysis, budget development and implementation, along with exposure to policy development and implementation equivalent to Four (4) years. Preferred Qualifications and Essential CompetenciesThe preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

Budget development, management, and analysis experience.

Experience working in a Government environment.

Experience working with accounting software.

Experience creating tracking tools, spreadsheets.

Experience setting up process documents and conducting training.

Excellent customer service experience including a proven ability to work with customers and staff at all levels with sensitivity to their needs and priorities.

Strong time and project management skills, including prioritization and multi-tasking ability.

Strong attention to technical detail and accuracy.

Ability to work effectively in both independent and team situations.

Fluency in Microsoft Office Suite (Word, Excel, PowerPoint), Gmail, and Google Applications (Google Sheets, Docs, Slides, etc.),, CORE (or other accounting systems), OnBase and the ability to quickly learn other software systems.
