AboutColorado Energy & Carbon Management Commission (ECMC) (https://ecmc.state.co.us/about.html#/about) :The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.This work unit both directs and provides the technical support for the Colorado Oil and Gas Information System (COGIS), which is a complex system of data, tools, and processes used to collect, report, analyze, and model Colorado oil and gas information. The data includes GIS data; tabular data, including well locations, depth, completion intervals, construction data, production records, inspection data, environmental information, reclamation data, etc.;electronic content (documents/spreadsheets/photographs/etc.); complaints; financial assurance information; website information; and, information workflow tools and processes.The work unit either manages or provides leadership to the subject matter based ECMC Units (Community Relations, Compliance, Cumulative Impacts & Energy Transition, Enforcement, Engineering, Environmental, Finance, Hearings, Orphaned Well Program, Planning & Permitting, Strategic Development, Strategic QA/QC), other departments, federal agencies and public information groups regarding what data is available, how that information is used, and how to access the information for a number of different purposes ranging from simple public interest to sophisticated modeling and data collaboration. The group is responsible for identifying application development needs and liaising with OIT staff and/or outside contractors to obtain the required development.Description of JobThis posting is only open to residents of the State of Colorado at the time of submitting your application. Position Summary: The position is responsible for the development and project management of COGIS application development projects. These positions liaise with Office of Information Technology (OIT) application development resources that are dedicated to support the agency as well as contract developers to accomplish the continuously evolving realm of applications required to interface with COGIS data. They provide leadership, tools, and oversight/project management to their respective subject matter leadership units to develop the business rules required by the developers to program the application. They prioritize projects; liaise with the COGIS Data Coordinator (PHA 117) to communicate any new database needs; determine the most suitable development resource to do the project, which could involve obtaining funding; and, manage the project. They oversee the testing and implementation of new or modified procedures and develop training programs or user guidance to assist employees or the public in using the new user interface, tool, or report. They develop protocols, procedures, and tools to document business processes and train employees on their use. Process Development/Training:

This position is responsible for directing its assigned ECMC Units to have and maintain effective business process documentation. This enables the clear communication of how data is managed for both new team employees, the identification of improvement opportunities, and the effective implementation of application development projects. This duty also includes the creation of employee policy, protocol, and/or guidance and the oversight and training in the use of such tools.

Application Development Liaison/Project Manager:

The agency relies on OIT and contracts for its application development needs. This position will liaise with application development resources to develop projects for its assigned ECMC Units and manage those projects to successful implementation.

Meet with agency employees to identify application development needs to implement new or improve the efficiency or effectiveness of existing business processes. Project work would include creating/enhancing business process documentation, employee training materials, and metrics to evaluate ongoing performance.

Liaise with the Office of Information Technology and/or contract application development providers to complete projects.

Program Development Staff Authority:

This position is the Staff Authority for the agency’s development of applications required to interface with the vast, complex data associated with the administration of ECMC rules for the Community Relations, Engineering, Environmental, Hearings, Strategic Development, Strategic QA/QC Units in their development of business rules and process design required to develop applications. Agency management relies on this position to understand the competing application development needs of the various subject matter business units and to decide, on management’s behalf, which needs to address and how to best address them. It is responsible for the application development program for those Units. Together with PHA 165, it develops the strategy, systems, processes, protocols, and guidance required to improve and maintain COGIS applications, which are the critical piece to every other part of the agency’s activities.
