The purpose of the Public Health Informatics, Reporting, and Refugee (PHIRR) Branch is to collect, integrate, and use communicable disease and environmental health information to benefit public health. The PHIRR Branch includes the Informatics Unit, Disease Reporting Unit, HIV Reporting Unit and Refugee Health Surveillance Unit. DCPHR, and the PHIRR Branch, operate on the belief that all people - no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location - should have the opportunity to live healthy lives.What You'll Be Doing:The purpose of this position is to manage the day-to-day operations of the PHIRR Branch. With division leadership, this position determines the strategic direction of the branch, determines and implements operating procedures and makes decisions based on branch priorities and division needs. As the branch chief, this position provides training, guidance, assigns work, approves leave, and oversees the day-to-day activities of 4.0 unit supervisors, 19.0 second-level staff and 3.0 OIT staff assigned as part of an interagency agreement. The position possesses expert knowledge of disease reporting methods and data systems and is knowledgeable about informatics processes and tools that support the division's data and information needs. The position uses this knowledge for program evaluation, process improvement, training, and communication with both internal and external partners. This position ensures branch functions support and enable implementation of the public health mission and goals of the division/department while maintaining compliance with applicable data security, privacy and confidentiality laws. This position determines and implements division policies and guidelines related to informatics, disease and HIV reporting and refugee health surveillance and provides guidance and customer service to branches/programs and external vendors that must adhere to those division policies and procedures. This position will oversee informatics and disease reporting staff related to the COVID response, including 3.0 OIT staff assigned as part of an interagency agreement and 7.0 term-limited staff.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMinimum Qualifications:Bachelor's degree from an accredited institution in Public Health, Epidemiology or a closely related field;ANDSix years of full time professional experience in communicable disease surveillance or epidemiology, including experience implementing or evaluating disease reporting/surveillance systems and analyzing surveillance data. Experience must include experience with supervision, program management, and program evaluation.This experience must be substantiated within the Work Experience section of your application. Preferred Qualifications and Essential Competencies:The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

A graduate degree in public health, epidemiology, or closely related field is highly preferred

Knowledge of public health surveillance

Knowledge of data systems, sources, transfer methods, and data management practices

Demonstrated experience leveraging information within own area and with customers or stakeholders

Ability to develop and maintain effective working relationships with others

Ability to present ideas accurately, effectively, and concisely, both verbally and in writing
