POSITION PURPOSE:

Preference will be given to those who hold an active State of Colorado Master Plumbers license.

Placement at a Combination I, II or III will depend on experience and certifications. Typical hiring range is beginning to mid range. Below reflects minimum and maximum.

Combination I Salary Range: $53,438 -$73,068

Combination II Salary Range: $58,862 - $80,484

Combination III Salary Range: $64,836 - $88,653

Responsible for the inspection of new and existing construction for compliance with building codes to establish that requirements for life, health, safety and welfare of building occupants and citizens are met.

JOB FUNCTIONS / SCOPE OF AUTHORITY:

ESSENTIAL JOB FUNCTIONS

Visits construction sites at various phases and performs field inspections of one trade or discipline, excluding commercial electrical inspections, on new or existing commercial and residential occupancies to verify compliance to building and municipal codes.

Compares visible construction elements to approved plans and code requirements, identifies and documents discrepancies, and issues correction notices.

Identifies dangerous, unstable, unsafe or unhealthy conditions in any of the major systems such as access, structure, electrical, plumbing, or heating. Issues orders such as; “stop work”, “do not occupy”, “permit required”, “unsafe building”, and others as appropriate. Also posts orders on non-conforming buildings and non-permitted job-sites. Issues citations for violations or notices to abate as required.

Updates computer records defining code violations, enters inspections and results, researches web for information such as installation instructions, listings and specific product requirements.

Reviews and updates records regarding permits, buildings, plans, and archives both in computer and written form.

Interprets, researches, and enforces ICC Codes, manufacturers designs and requirements, plans, trade language, City Ordinances, rules, and procedures, and effectively communicates such with contractors, homeowners, building division customers, and co-workers.

Maintain professional certifications and licenses.

Establishes a professional working relationship with contractors, engineers, architects, property owners, prospective residents, and other city employees.

Requires use of general office equipment such as two-line phones, computers, fax machines, and copiers. Software including: Word, Excel, Oracle, TRAKiT.

Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

Performs occasional after hours inspections as needed.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

Solid knowledge of building and municipal codes in at least one trade or discipline, not including commercial electrical.

Basic knowledge of building codes in additional trades and disciplines.

Solid skills and ability to read construction plans or blueprints.

Basic skills and ability to identify construction deficiencies when compared to plans or building codes.

Solid skills and ability to use iPads, cellular phones, and computers/software to input and retrieve data, with basic skills and ability to use of email and calendar and microsoft office software, and general office equipment.

Strong customer service skills with an emphasis on conflict resolution.

Solid communication skills with ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of customers, construction personnel, architects, engineers, and City staff in a positive and cooperative manner.

OTHER FUNCTIONS:

Participates in code seminars, city committee meetings, professional trade organization meetings, staff meetings, and other meetings as needed.

Researches and keeps current with industry innovations and attends trainings as needed.

Participates in or provides TRAKiT training and troubleshooting.

Provides assistance at customer service counter.

SCOPE OF AUTHORITY:

Receives general supervision under the direction of the Assistant Building official. Inspections are performed as needed. Work is planned or assigned by Assistant Building Official or more senior inspectors, employee is expected to prioritize tasks. Adheres to procedures set forth in City rules, regulations and policies and Department and Division policies.

WORKING ENVIRONMENT / QUALIFICATIONS:

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an indoor and outdoor environment with moderate to high noise levels. Exposure to a variety of weather conditions, confined spaces, building heights and noise levels. Physical effort and activities include: Frequently operating a personal or City-owned motor vehicle to drive to and from inspection sites and meeting locations; must be capable of climbing ladders, walking roofs, crawling through basement windows and crawl-spaces on occasion. Constant standing, walking, talking, hearing, use of hands/fingers to handle, feel or manipulate objects, and reaching with hands and arms; frequent climbing or balancing, stooping, kneeling, crouching or crawling, and occasional sitting, and use of taste or smell; frequent handling of objects weighing up to 10 pounds, with occasional handling of objects weighing up to 25 lbs, and 50 pounds rarely.

Combination Inspector I -Minimum Required Qualifications:

High school diploma and three (3) years of experience in the building trades required with the following certifications:

Option 1: Colorado certification as a master plumber or journeyman plumber.

Option 2: Certification in two (2) of the following areas within six (6) months of hire: Colorado or ICC residential building inspector, commercial building, mechanical, plumbing and electrical inspector.

A valid Colorado driver’s license is required. An equivalent combination of education and experience may be considered.

Combination Inspector II -Minimum Required Qualifications:

High school diploma or equivalent and six (6) years of experience in the building trades with three (3) years as a Combination Inspector I or equivalent municipal inspector with the following certifications required:

Option 1: Colorado certification as a master or journeyman electrician.

Option 2: Certification in two (2) of the following areas: residential and commercial ICC inspector certification in building, mechanical, plumbing, or electrical. Colorado master or journeyman plumber certification can be substituted for the ICC residential and commercial plumbing inspector certifications.

A valid Colorado driver’s license is required. An equivalent combination of education and experience may be considered.

Combination Inspector III -Minimum Required Qualifications:

High school diploma or equivalent and six (6) years of experience in the building trades with three (3) years as a Combination Inspector II or equivalent municipal inspector with the following certifications required:

Option 1: Colorado certification as a master or journeyman electrician AND residential and commercial ICC inspector certifications in two of the following areas: building, mechanical, or plumbing. State of Colorado journey or master plumber can be substituted for the ICC residential and commercial plumbing certifications.

Option 2: Residential and commercial ICC inspector certifications in three areas:

building,mechanical and plumbing. State of Colorado journey or master plumber

certification can be substituted for the ICC residential and commercial plumbing

inspector certifications. A valid Colorado driver license is required. An equivalent

combination of education and experience may be considered.
