Position Purpose

The City of Arvada promotes Equal Pay for Equal Work. Starting salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity. The range listed reflects the entire range and typical placement is entry to mid range.

Develops, obtains, and coordinates supplementary funding to support city initiatives, primarily through grant writing and grants administration. Acts as a liaison to City and community based non-profits.

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS

Drafts, edits, and finalizes grant proposal narrative, prepares project budgets, and assembles required attachments and supporting documentation for submission to external funding prospects.

Develops relationships with foundations, corporations, and government granting agencies through personal contact, written correspondence and attendance at workshops, training seminars, and events held by the philanthropic community.

Presents funding requests and project details to potential funders as required by the agencies.

Researches and identifies funding prospects from a wide variety of federal state, local, private foundation and corporate sources. Involves an ambassadorial role on behalf of the city to communicate values and goals of the city in discussions with potential funders.

Prepares narrative progress reports and performs financial accounting and reporting responsibilities, as required by funding agencies, to ensure that the city is following terms of the grants for project implementation and receipt of grant monies. Also tracks overall city grant funding and numbers and status of proposals.

Performs extensive planning and pre-proposal development activities to identify and support new projects and frame them in ways that maximize opportunities for funding.

Manages the grants program for the city, including the submission of requests for new funding and tracking the status of existing requests from various city departments to insure proper communication of city priorities and to avoid approaching the same funder for different projects in the same cycle.

Manages the grand administration software and is responsible for the daily functionality of the software. Problem solves issues and works with the vendor to resolve issues and update the system as needed. Writes reports for grant analytics and reporting as needed for the organization.

Provides project oversight and supervision of contractual employees and agencies hired to assist with carrying out projects. Acts as liaison with contractors and other city departments to ensure contractor compliance with terms of grant awards.

Plans, directs and implements joint initiatives between the City and City non-profits or agencies that could include such projects as submission of a grant, creation/development of a board and a charter or soliciting public input and obtaining approval/support of a project

Responds to grant questions and provides information and support for various grants throughout the City.

Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

Experience in fundraising, grants writing and grants administration.

Experience with a variety of work processing and spreadsheet software packages.

Experience in preparing project budgets and financial reports for pre and post-award stages of grant projects and contracts with agency funders.

Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

SCOPE OF AUTHORITY:

Receives general supervision from the deputy director. Prepares and/or develops plans for projects and programs involving coordination with other departments and/or outside organizations. Few precedents and/or procedures are readily available. Originates and develops complex ideas in new and undefined areas which impact a major segment of the organization.

Financial Accountability:

Makes decisions that affect the outcome of allocations of money for projects. Makes recommendations to the assistant finance director for budget allocations that pertain to project areas. Approves expenditures up to a certain amount. Monitors the tracking of accounts payable and/or receivable and prepares financial statements and reports. Handles accounting support for funded grant projects, prepares financial reports and approval of expenditures as authorized by funders in support of specific grant projects.

SUPERVISION EXERCISED:

Directly supervise temporary staff or consultants. Recommend the assigning and scheduling of work and performance evaluations.

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Bachelor’s Degree in Public Administration, Public Relations or related field required. Three (3) years of professional experience in fundraising, grants writing, and grants administration with project management experience.

Preferred Qualifications:

Public sector and/or non-profit experience preferred.
