Position Purpose

The City of Arvada promotes Equal Pay for Equal Work. Starting salary will be determined by the applicant's education, experience, knowledge, skills, and abilities, as well as internal equity. The range listed reflects the entire range and typical placement is entry to mid-range.

Performs plan reviews on all residential remodel, solar, new single-family dwellings, multi-family, and commercial projects. Assists with permit intake and issuance at the building inspection services counter. Approves contractor’s licenses; issues permits for miscellaneous building permit types.

The salary range listed in the posting reflects placement for Plans Examiner I. Placement will be dependent on years of experience and certifications. Plans Examiner II salary range is $73,709 - $100,785.

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS

Assist with building permit intake and issuance at the BID customer service counter.

Performs simple counter plans examinations for small residential projects.

Interprets and applies building code requirements to the plan review of buildings.

Interprets and explains building ordinances and codes to customers.

Reviews building plans for new single and multi-family residential construction, additions and alterations.

Ensures building permit reviews are completed by all other City departments before permit or CO/TCO issuance.

Calculates building square footage, permit fees, and use tax.

Coordinates and attends pre-construction meetings to provide customers with information on codes and permitting processes.

Reviews, maintains and updates records and plans in conformance with record retention policies/laws.

Assist with the review and adoption of the most current edition of the building codes.

Maintains International Code Council certifications and professional licenses.

Establishes professional working relationships with contractors, engineers, architects, property owners and other city employees.

Provides timely information for a variety of people concerning city building, fire and other codes, ordinances and regulations.

Identifies, documents, and reports any problems or violations to the building official.

Performs field inspections to assist Building Inspectors with workload as needed.

Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

Basic knowledge of a variety of inspection processes, construction practices, codes, and standards.

Basic knowledge of building construction and its materials, methods, and practices in all the trades.

Knowledge of local, state, and national codes

Strong customer service skills with emphasis on conflict resolution.

Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

Ability to review permits, building plans, and applications for completeness and compliance to the building codes.

Ability to inspect building construction for conformity to building codes and standards.

Ability to use various software programs utilized by the building inspection division.

Ability to perform basic structural calculations.

OTHER FUNCTIONS:

Operates a motor vehicle to drive to and from work sites and business meetings.

Attends professional meetings as necessary.

When required, performs investigations and inspections of various properties for compliance to the city building codes and other ordinances, rules and regulations.

SCOPE OF AUTHORITY:

Receives general supervision from the Chief Building Official or the Assistant Building Official. Plans own work and prioritize tasks. Adheres to procedures set forth in the city rules and regulations and department and division policy.

Financial Accountability:

Responsible for making recommendations to the supervisor for general budget allocations and approving expenditures up to $2,000 for equipment and supplies.

Working Environment / Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an office environment with low noise levels. Physical effort and activities include: Moderate physical effort is required by handling objects up to 50 pounds occasionally and/or up to 20 pounds frequently. Occasionally, when doing inspections or investigations, there will be exposure to a variety of weather conditions, confined spaces, building heights and noise levels.

Plans Examiner I

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

High School diploma or G.E.D. required. Three years of experience as a building inspector or plans examiner in a municipal/governmental setting. International Code Council certifications as a Residential Plans Examiner and two additional Residential or Commercial Plans Examiner/Inspector Certifications (Building, Mechanical, Plumbing, Electrical, Energy, Accessibility) or equivalent legacy certifications are required or ability to obtain within one (1) year. An equivalent combination of experience and training may be considered. A valid Colorado driver's license is required.

Preferred Qualifications:

Bachelor’s Degree in Structural Engineering, Architecture, or related field.

Plans Examiner II

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

High School diploma or G.E.D. required. Five years of building inspection or plans examination experience, three of which are as a Plans Examiner I or equivalent in another municipal/governmental setting. International Code Council certifications as a Building Plans Examiner, Residential Plans Examiner, two additional Commercial Certifications (Building, Mechanical, Plumbing, Electrical, Energy, Accessibility), and two additional Plan Review/Building Inspection ICC Certifications or equivalent legacy certifications are required or ability to obtain within one (1) year. An equivalent combination of experience and training may be considered. A valid Colorado driver's license is required.

Preferred Qualifications:

Bachelor’s Degree in Structural Engineering, Architecture, or related field.
