The hiring salary range for this position is $5,003.44 - $6,006.16/month or $2,501.72 - $3,003.08/semi-monthly depending on qualifications.

The Compliance Specialist position is a key member of DRCOG’s Administration and Finance Division, specifically within the Business Operations Team that supports the Area Agency on Aging (AAA). The AAA represents a dynamic service and support network for older adults and their family caregivers living in the Denver metro region. This position directly contributes to the AAA’s mission of helping older adults in the region to live better and independently within their own communities by overseeing and monitoring the essential services funded by DRCOG such as home delivered meals, in-home care, and transportation. DRCOG is looking for a diligent, detail oriented, and compassionate professional to help ensure compliance with our various grantors from federal, state and local sources. Reporting to the Manager, AAA Business Operations, this position will review and monitor various AAA programs, with particular emphasis on meeting the requirements of the federal Older Americans Act, as well as other grant programs administered by DRCOG to support older adults, individuals with disabilities, and other vulnerable populations.

ABOUT THE POSITION OF Compliance Specialist (Grants - AAA Business Operations)

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.

Assists in preparing and tracking agency contracts and agreements; monitors compliance with contract terms, legal requirements and agency guidelines and policy.

Enters fiscal and program data into automated systems and verifies accuracy; performs calculations and reconciles data; inputs and monitors budget data and related revenue/expense information. Prepares, processes and distributes reports, correspondence and various forms; maintains records, reports, documents and files according to records retention procedures and regulatory requirements.

Responds to information requests from staff and external contacts and organizations; researches and gathers information; provides information and technical assistance regarding applicable laws, policies, rules and regulations; and provides recommendations.

Provides technical assistance and monitoring of subrecipients and other contractors of Older Americans Act, Federal Transit Administration Section 5310, and Human Services Transportation Set-aside funding throughout the life grant life cycle including

Provides technical assistance and monitoring of subrecipients and other contractors of Older Americans Act, Federal Transit Administration Section 5310, and Human Services Transportation Set-aside funding throughout the life grant life cycle including reviewing reimbursement requests, on-site reviews, drafting scope of work, reviewing closeout reports, and monitoring subrecipient performance

Coordinates the Area Agency on Aging’s annual consumer satisfaction survey to ensure survey is sent, and responses are received from subrecipients to ensure compliance with DRCOG’s

Provides technical assistance to subrecipients on state and federal regulations, including responding to questions from subrecipients on policy and other grant requirements

Assists the Lead Compliance Specialist in providing training to new subrecipient staff members on grant regulations.

Drafts written policy and procedures to serve as resource materials for contractors, and updates these and other source documents as needed

Assists with the resolution of consumer complaints and issues pertaining to subrecipient services.

Assists the Lead Compliance Specialist with external reviews, including the annual evaluation of DRCOG by the State Unit on Aging.

Maintains knowledge of grant policies and procedures and assists the Lead Compliance Specialist with implementing changes to policy as needed

Processes and reviews service voucher redemptions from providers against vouchers issued by the Aging and Disability Resource Center

Assists the Lead Compliance Specialist as needed with monitoring of direct services provided by DRCOG’s Area Agency on Aging

Assists the Lead Compliance Specialist and Manager, AAA Business operations with reporting to the State Unit on Aging, Federal Transit Administration, Colorado Department of Transportation and other funders.

Attends policy meetings, trainings, and other grantor meetings as required

Performs other duties of a similar nature and level as assigned

Microsoft Office products, including Excel and Word

Databases to include Salesforce and other systems for tracking financial and program data

Virtual meeting platforms including Zoom and Microsoft Teams

Accounting principles, auditing, contract management, and/or regulatory compliance

Federal and state procurement and grant regulations

Grant subrecipient monitoring

Grant management throughout the grant life cycle

The needs of older adults and individuals with disabilities in the region

HIPAA privacy regulations and maintaining confidentiality

Attention to detail

Oral and written communication skills

Providing customer service

Providing technical assistance and training to various types of individuals and learning styles

Ability to read and understand policy, state and federal statute, and contracts.

Ability to use logic and explain policies and regulations as it relates to findings during evaluations, or other questions

Basic math skills to review financial documentation and reconcile concerns

Basic budgeting and being able to review grant budgets for concerns

Time management and juggling competing priorities

Familiarity with basic concepts of digital accessibility, including techniques for accessible writing, presenting, remote meetings, and document creation.

Education and experience requirements:

Associate degree in a business, accounting, administration, , or a related field and three to five years of experience in grant management, accounting, contract management, auditing, regulatory compliance or a related discipline OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
