This effort will cut climate pollution from Denver’s built environment by 70% by 2050, boost public health, spark local innovation, and supercharge the economy. Decarbonize DRCOG will:

Perform whole home retrofits in low-income communities,

Provide energy advising services and electrification-oriented rebates and incentives to home and business owners,

Support workforce and industry development,

Execute a mass market marketing and community engagement campaign, and

Work with local governments to accelerate adoption of ambitious policies.

ABOUT THE POSITION OF Grant Reporting and Compliance Lead (Building Decarbonization)

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.

Oversight of compliance management for the Decarbonize DRCOG program.

Manage and oversee program compliance activities, ensuring adherence to federal, state, and organizational regulations and standards.

Prepare and submit accurate and timely reports, ensuring compliance with all reporting requirements.

Develop and implement quality assurance and control processes, ensuring that program deliverables meet established standards.

Collect, organize, and analyze data related to compliance, quality, and grant reporting guidance. Monitor performance metrics and ensure data accuracy.

Identify potential compliance risks, propose mitigation strategies, and inform leadership of vulnerabilities.

Maintain thorough records and documentation in line with grant reporting and organizational guidelines. Ensure proper filing, retention, and accessibility of all compliance-related documents.

Performs other duties of a similar nature and level as assigned.

Reports to the Business Operations Manager, Decarbonization DRCOG program; may lead a secondary compliance/fiscal specialist position.

Lead and coordinate EPA compliance reporting for the Decarbonize DRCOG program, ensuring all deadlines and regulatory requirements are met.

Develop and maintain a Quality Management Plan (QMP) that adheres to EPA and federal guidelines for quality assurance and control in environmental programs.

Assist with the development of incentive and rebate programs for the building decarbonization program and monitor such efforts.

Liaise with oversight agencies, ensuring alignment with state and federal environmental regulations.

Manage program compliance audits, assessments, and corrective actions.

Collaborate with internal teams and external contractors to monitor compliance with program policies.

Inform the Director of Administration and Finance of compliance performance and potential concerns of risk.

Attend appropriate internal and external committee meetings as a representative of the building decarbonization team.

Anticipate and adapt to changing reporting and grant requirements and assist the team in complying.

Evaluate and update compliance and quality management policies as needed, ensuring they meet current guidance.

May assist with Request for Proposals posting and review on contracts related to rebates, incentives, and compliance.

Federal and state environmental regulations and guidance, particularly any related to EPA reporting.

Grant oversight and reporting principles

Contract and grant management.

Data collection, analysis, and reporting techniques.

Best practices in environmental program reporting.

Developing, implementing, and monitoring compliance frameworks.

Preparing and delivering agency reports and compliance documentation.

Interpreting federal, state, and agency reporting guidance.

Managing multiple priorities and deadlines.

Database system access and/or management, data collection and analysis across multiple data sources and databases; data compilation, formatting and presentation

Providing technical support and training to staff on reporting-related matters.

Proficiency with digital accessibility, including techniques and best practices for writing, presenting, remote meetings, document creation, and the design, development, and testing of data-centric embeddable and exportable graphics.

Education and experience requirements:

Bachelor’s degree in environmental science, business administration, or a related field, with a minimum

of five years of reporting or regulatory oversight experience, preferably in environmental programs.

Three years of supervisory experience is preferred. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

COMPENSATION AND BENEFITS

The hiring salary range for this position is $3,195.66 - $3,992.23 semi-monthly or $6,391.32 - $7,984.46/month or depending on qualifications.
