Work with local governments to accelerate adoption of ambitious policies.

The Decarbonize DRCOG Program Manager (Building Policy and Jurisdictional Support) will be responsible for shaping the policy and jurisdictional program, personnel, and contractor management. First year priorities are build and support allocation method for jurisdictional subawards; support research and coordination with partners; and ensure meaningful community engagement throughout. Subsequent years will continue to focus on program and process improvement and growth in strategic partnerships and participation.

ABOUT THE POSITION OF PROGRAM MANAGER (BUILDING POLICY AND JURISDICTIONAL SUPPORT) (BUILDING DECARBONIZATION)
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.
Directs staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
Directs the development, implementation, and assessment of strategic initiatives aligned with division objectives, and plans of an organizational-wide function or multiple functions; coordinates activities between multiple teams or functions.
Oversees the operation and activities of an organizational-wide function or multiple functions which include program and project development, evaluation, and reporting; research and outreach activities; and compliance with policies, standards, and regulations.
Develops and oversees multiple budgets; contracting functions; allocates resources; monitors and controls expenditures.
Develops and maintains internal and external relationships; participates in a variety of meetings, committees, or related groups to communicate information regarding services, programs, areas of opportunity, and other information; represents assigned area on committees and advocacy groups.
Reviews and approves a variety of records, reports, contracts or other documents; makes decisions or provides recommendations based on findings;
Acts a technical resource and subject matter expert within assigned program or function; performs staff work and duties for the most difficult and complex situations and cases.
Serves as an advisor to the organization’s executive team.

Preparing education and awareness materials on the Policy grant element
Oversee facilitation contractor process and deliverables
Stay up to date on policy adoption and legal landscape in other regions and states
Support research and coordination with partners
Lead cross-functional teams
Assurance Project Plan, and other grant requirements.
Coordination of stakeholders, projects and team members across the Decarbonize DRCOG grant and among related grantees such as the Colorado Energy Office
Work with grant compliance staff on reporting and contractual deliverables
Support and supplement capacity of the Program Specialist - Building Policy Collaborative

Elicit and assess jurisdiction needs
Develop qualifications and allocation method for jurisdictional support subawards
Coordinate with the DRCOG compliance specialist for reporting and grant administration

EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree in public administration, environmental science, building science, construction management, sustainability planning, urban or regional planning, engineering or field directly related to assignment. A minimum of five years of experience with at least two years or supervisory experience. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

COMPENSATION AND BENEFITS
The hiring salary range for this position is $3,986.84 - $4,981.34/semi-monthly or $7,973.68 - $9,962.68/month or depending on qualifications.
