Department InformationThe mission of the Colorado Parole Board is to increase public safety by evaluating an individual’s potential for successful reintegration into the community through innovative evidence-informed practices. Appointment Colorado Parole Board Members are appointed by the Governor to a three-year term, subject to confirmation by the Colorado State Senate pursuant to the provisions of §17-2-201 (1), C.R.S. Description of JobPlease note:This position is primarily remote with some in-person meetings as needed.About the Position Parole Board members review, consider, and decide applications for parole. The board may parole any person who is sentenced or committed to a correctional facility when such person has served their minimum sentence, less time allowed for good behavior, and there is a strong and reasonable probability that the person will not thereafter violate the law and that release is compatible with the welfare of society. Members are expected to participate in board meetings, in-services, and training to remain up-to-date on research and best practices to guide evidence-based decision-making. Members should have experience working on a multi-disciplinary team involving criminal justice and behavioral health components and understand the use of risk assessments in evidence-based decision-making. Essential Duties and Responsibilities Application Hearings (60%)
Preparation: Review relevant information prior to hearings to ensure well-informed, meaningful, and relevant application hearings as outlined in §17-22.5-404(4).
Application Hearing: Independently preside over hearings to gather information for release/defer decisions, including full board reviews and conditional discretionary releases.
Support Testimony: Collect testimony when appropriate during the application hearing.
Victim Testimony: Understand and respect victim rights and confidentiality, taking testimony separately unless the victim waives confidentiality.
Follow-up: Conduct follow-ups or further research on inmate/case information before rendering a decision.
Action (Decision): Make decisions and complete necessary documentation within the information management systems, considering the risk of reoffending based on actuarial risk assessments and structured decision-making processes. Set parole conditions to mitigate risk and enhance protective factors, ensuring all decisions comply with relevant laws, rules, policies, and procedures within required timeframes.
Revocation Hearings (10%)
Preside Over Hearings: Determine if the parolee has violated parole beyond a preponderance of the evidence and decide the appropriate response within legal, rule, and policy confines.
Statutory Timeframes: Ensure all statutory timeframes are met.
Board Appointed Attorney: Assess parolees for eligibility for a Board Appointed Attorney and appoint one if criteria are met.
Evidence Admission: Rule on the relevance and probative value of evidence provided by all parties.
Parolee Rights: Protect the parolee's rights throughout the hearing.
Action (Decision): Make decisions and complete necessary documentation within the information management systems, adhering to relevant laws, rules, policies, and procedures.
Revocation Appeal: Review cases to assess the validity of parole violations and ensure procedural fairness.
File Reviews, Full Board Reviews, & Other Hearings (20%)
File Reviews: Conduct file reviews for inmates not required to be present at the hearing.
Full Board Reviews: Present and review complex cases involving significant public safety interests with multiple board members.
Rescission Hearings: Conduct hearings to review and potentially reverse parole decisions.
Special Needs Parole: Evaluate special needs parole cases involving individuals with unique circumstances.
Early Parole Discharge: Review and decide on Early Parole Discharge requests from the Parole Division.
Probable Cause Hearings: Conduct probable cause hearings to validate parole violations and determine the necessity for further action.
Process Improvement (5%)
Collaborate with all parties (Parole Board, Victim Services Unit, Time & Release, etc.) to improve system efficiency and effectiveness.
Develop guiding/supporting documents and policies.
Participate in Lean, 4DX, and other process improvement initiatives.
Vote in Business Meetings, review and approve Policies & Procedures, minutes, and other required approvals.
Participate in retreats, WIGs, cadence of accountability, and required training.
Other Duties (5%)
Participate in committees, task forces, and/or work groups.
Support onboarding and mentoring of new staff or Parole Board Members.
Undertake assignments as directed by the Chair.
Engage in public speaking.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMinimum Qualifications
Five years of experience in a relevant field with knowledge of:
Parole laws and guidelines
Rehabilitation
Correctional administration
The criminal justice system
Issues associated with victims of crime
Actuarial risk assessment instruments and other offender assessment tools used by the board and the Department of Corrections
A combination of relevant experience and education in all aspects of the criminal justice system is preferred.
Special consideration for higher education, behavioral health, therapeutic experience, special offender programming, community-based offender service expertise, and other clinical, legal, and research-based qualifications.
