Work Unit Information: This program exists to comply with state law that all newborns in Colorado will be screened for the following conditions: Phenylketonuria, Congenital Hypothyroidism, Hemoglobinopathies, Galactosemia, Cystic Fibrosis, Biotinidase Deficiency, Congenital Adrenal Hyperplasia, Amino Acidemias, Organic Acidemias, Fatty Acid Oxidation disorders, Severe Combined Immunodeficiency, Spinal Muscular Atrophy, Pompe, MPSI, X-ALD and other conditions determined by the Colorado Board of Health; to thus prevent or reduce the morbidity and mortality associated with these diseases. Also, to insure that families of affected newborns receive prober follow-up and education for these disorders.About this Position:Position notifies health care professionals of abnormal test results, unsatisfactory specimens, and missing demographics. This position helps ensure the daily quality assurance of Newborn Screening (NBS) test results. This position assists with community interactions including educational requests, sending out educational material, and updating educational material. This position reviews, enters and reports data to assist in the improvement of outcomes for newborns. This position interacts with all levels of partners within the newborn screening system.What you will be doing:

Assists in the development of educational material to present and distribute to parents, birthing centers, midwives, pediatricians, staff, peers and other interested community partners.

Assist with training and educational opportunities on site and via electronic media.

Aid in the review of educational material and with guidance create new material.

Reviews abnormal case workflows to determine if the appropriate actions have been taken

Inform proper NBS staff and may contact care providers to provide information of appropriate follow-up actions.

Review and document in the NBS patient care tracking system.

Communicates with NBS staff and contracted follow-up specialists to provide abnormal results and demographic information.

Aids in locating missing or erroneous demographic information.

Review contracted follow up reports and provide updated information to the appropriate NBS Program staff.

Monitors contractors to ensure that contractual obligations are fulfilled and that issues, complaints and suggestions are addressed.

Assessing agency compliance with CDPHE contract monitoring standards, programmatic provisions, and addressing contractor performance issues.

Assures that the contracts in the program/division/department are appropriately monitored to the deliverables, timelines, quality, budget, and business relations detailed in the agreement.

Adheres to the department’s Contract Monitoring Policy 13.5, Contract Monitor Program User Manual, and other applicable laws and regulations for all contracts.

Monitors each contract which assigns responsibility and timelines for the accomplishment of key monitoring tasks:

Develop and maintain communication plan with current contact information for the monitoring team.

Monitor contract according to financial and program risk ratings. Ensure file has documentation for risk ratings assigned to contractors.

Coordinate and conduct post award meeting with the designated time specific milestones and activities outlined in the CMP manual.

Follow documentation and tracking procedures for logging communications and deliverables.

Ensuring contract compliance with CDPHE standards and other contractual provisions include.

Requesting and receiving ongoing performance data from contractors.

Analyzing data and reports to detect potential areas of noncompliance.

Logging and documenting all performance-related communication to contractors and their responses.

Making overall assessment of contractor programmatic performance, consistent with the Contract Monitoring Program guidelines.

Monitor contract budget through invoice reviews and regular reconciliations between program, fiscal and contractor.

Plan, schedule, and conduct site visits, utilizing Program, Division, Department standardized approaches including examine records, interviews of key contractor staff, and direct observation of performance.

Document and save site visit notifications, agenda, report and/or notes.

NBS program quality indicator data and performs basic statistical analyses in order to provide stakeholders with predetermined data requests.

Extract and analyze quality indicators in order to aid in the development of presentations.

Review, compile and enter data into required data repositories as determined by CDPHE or the NBS program.

Dissemination of patient reports to the authorized recipients.
