JOB DESCRIPTION
Summary:
The Construction Observer must be a hardworking, self-motivated, dependable individual able to work without supervision, who enjoys working with the public and has the ability to uphold the Town’s standards. This position is responsible for a variety of duties necessary to the operation of the Community Development Department. The Construction Observer shall work at the direction of the Engineering Supervisor.
HOURS. Monday through Thursday 7:00 am to 4:30 pm, and Friday 7:00 am to 11:00 AM.
Additional Hours: Will be required to perform on-call duty, work weekends, holidays, and overtime as necessary to meet the needs of the Town of Berthoud
Essential Duties and Responsibilities:

Performs construction inspections for private development projects within the Town, ensuring projects are completed in compliance with approved plans and specifications.
Reviews and inspects construction projects, coordinates Substantial Completion, Start of Warranty, and End of Warranty along with recommending appropriate release of financial assurances. Inspects and accepts improvements within the Public right-of-way and public easements. Maintains consistency with the Town’s development code, standards and specifications, as well as Development Agreements.
Prepares Acceptance Punchlists for new developments and performs warranty inspections before warranty expiration.
Evaluates project sites for compliance with MS4 Permits and the Town Code requirements.
Attends preconstruction meetings for new developments.
Reviews right-of-way permits and ensures approved Traffic Control and construction plans are followed at all times.
Maintains records of work performed on construction projects
Reviews material submittals and test results for compliance with Town criteria.
Conducts routine stormwater management inspections of construction sites and prepares reports for contractors to correct issues for compliance related to MS4 permits and Town requirements.
Ensures that safe practices and site management standards are followed by employees and contractors according to established procedures and takes necessary action.
Monitors and checks traffic control installations for compliance, and proper safety procedures.
Assists the Town with inspection of private and public storm water infrastructure and documenting condition, including detention ponds, water quality facilities and channels.
Monitors street cuts and repairs for conformance to Town specifications and permit conditions.
Must maintain working knowledge and experience with ADA, PROWAG, CDOT standard plans and specifications, and other Local construction practices.
Communicates effectively through in-person, written, and oral communications with customers.
Demonstrates leadership through confidence, expertise, and taking appropriate control of situations. Shows consideration for the needs of others beyond self, team, or department.

High School diploma or GED
Work Experience:
Required
Five years of inspection or related experience.
Public works experience.
Certificates and Licenses:
The selected candidate must meet the minimum qualifications and salary will be commensurate with qualifications and experience as deemed acceptable by the Town of Berthoud.
A valid Colorado Driver’s license and evidence of insurability is required
CPR/First Aid/AED certification or ability to obtain within 3 months of employment
Certification from Colorado Stormwater Center, or other applicable agency, for stormwater management.
Must obtain and maintain necessary certifications and licenses applicable to assigned position
Other certifications that are preferred but not necessary:
