JOB DESCRIPTION
Summary: Under limited supervision, responsible for overseeing the management, conservation, and sustainable use of water resources. The primary responsibility will be to develop and implement strategies to build on the Town’s water portfolio, ensure the efficient allocation and utilization of water while adhering to regulatory requirements and addressing environmental concerns. The role requires a strong understanding of water management principles, water rights, water efficiency planning, regulations, and the ability to work with government agencies and the private and public sectors.
The Water Resource Manager will provide operational excellence in raw water supply planning and management. They will guide the Town’s long-range efforts to build reliable and sustainable raw water supplies. They will provide strategic support for water resources planning issues, water right and water court activities, water efficiency planning, and watershed protection efforts.
Essential Duties and Responsibilities:
Oversees, analyses, and studies focused on water resource supply and storage, ensuring data-driven decision making and resource efficiency.
Contributes to and implements strategic planning initiatives including water supply development projects and updates to the Town’s Water Resource Master Plan to support a resilient long-term water supply.
Manages the Town’s water bank management database. This includes review and processing water needs and required allocations with new building and development.
Manages the Town’s water efficiency program
Directs the Town’s watershed and source water protection strategy.
Serves as the Town’s representative on regional water resource interests such as water rights acquisition, watershed health matters, and water system efficiency.
Collaborates on Source Water Protection initiatives to enhance water safety and quality for residents.
Contributes to efforts in applying for and managing grants to support water resources management.
Works with the Town’s water resources engineer and attorney including developing scopes of work for special projects, reviews deliverables, and manages project schedules and budgets to achieve project goals.
Delivers professional and informational presentations on behalf of the Department to the Town Board of Trustees, outside stakeholders, and at conferences or events.
Facilitates effective interactions with local and federal agencies, stakeholders, and water providers to foster collaboration and enhance water resource management.
Promotes and facilitates data-driven decision-making by leveraging current data collection methods and innovating new applications. Streamline data processing using platforms such as ArcGIS tools.

Education/Experience:
Bachelor of Sciences degree in water resources, hydrogeology, engineering, watershed science and sustainability, natural resources economics or other similarly related field.
Three plus years of experience in water resources planning and administration (in Colorado, the Big Thompson and South Platte River Basins preferred),
Knowledge and Abilities:
Knowledge of complex statistical economic and hydrologic analyses of water rights,
Natural resources management, watershed health and source water protection
Water efficiency planning
General Understanding of interruptible supply concepts, collaborative water sharing agreements, or other agricultural-municipal water sharing techniques.
Ability to advocate technical findings and positions to a general audience.
Strong organizational skills and ability to research technical and historical documents.
Interact with City employees and the public in a professional, conscientious and effective manner.
Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal. Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others
