This position can be based in Grand Junction or Westminster, Colorado. This is a hybrid position allowing 50% work from home and 50% from the office.The GCAP Program was established to obtain compliance strategies at 10 Uranium Mill Tailings Radiation Control Act (UMTRCA) Title I sites that lack or have underperforming remedies. As the prime contractor to the U.S. Department of Energy’s Legacy Management (LM) program ( https://www.energy.gov/lm/office-legacy-management ), RSI is tasked with developing new remedies that satisfy Nuclear Regulatory Commission (NRC) requirements, which, while under a different regulatory program, are similar to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) requirements. The Programmatic GCAP Manager will, with help from staff, scope, plan and execute work required to obtain durable passive, active and combinations of both, compliance strategies.The Programmatic GCAP Manager oversees a team of project managers and field characterization leads and works closely with senior hydrogeologists, geochemists, engineers, and environmental scientists with expertise in numerical groundwater flow and reactive transport modeling, geochemistry, three-dimensional data visualization and evaluation, and field characterization. In addition to understanding regulatory requirements and having knowledge of the above groundwater activities, the Programmatic GCAP Manager is responsible for the GCAP Program budget and schedule and routinely reports performance metrics to Business Services and Project Controls. Communication is paramount to the success of the GCAP Program, and as such the GCAP Program Manager is expected to regularly brief RSI and LM managers, lead working groups, and present to LM and stakeholders.The Programmatic GCAP Manager position is full-time exempt with the salary ranging from $135,000 to $160,000 based on experience and education.
