CDHSCareers Description of JobSummary:Direct, coordinate, facilitate, monitor and improve the daily operations of the multidisciplinary treatment team providing therapeutic care to a designated patient population.

Responsible for developing team procedures jointly with the Division Behavioral Services Director in accordance with overall agency policy and regulation

Assure implementation of procedures by team members

Assure that individuals receive treatment in accordance with team procedures and agency policies

Position often works in security settings where policies and procedures must be followed to ensure the safety of themselves and others

Responsible for quality improvement/management and the administrative and clinical implementation of treatment programs

Collaborates with multidisciplinary teams (e.g., social workers, recreational and physical therapists, administrative assistants and nursing) to facilitate the highest quality treatment program for resident recovery, stabilization, and rehabilitation.

Supervisory responsibility to include documentation to support recommended corrective and disciplinary actions; signing performance plans and appraisals and resolving informal grievances. Position starts the hiring process, interviews applicants and hires, promotes or transfers with approval from Behavioral Services Director. Includes accountability for, including signature authority, for actions and decisions that directly impact pay, status, and tenure of four or more full-time equivalent positions.

Primary Job duties:Administrative Supervision and Program ManagementThis position is accountable, including signature authority, for actions and decisions that directly impact the pay, status, and tenure of four or more full-time equivalent positions. This includes providing documentation to implement corrective and disciplinary actions, signing performance plans and appraisals, and resolving informal grievances. This position initiates the hiring process, interviews applicants, and implements hire, promotion, or transfer and requires consent and signature from the Behavioral Services Director to proceed with these actions. Through direct and delegated authority, completes corrective and disciplinary action up to and including termination.This position directs staff resources to optimize maintenance of the WRRC Behavioral Services team; monitors productivity and efficiency; performs job performance evaluation and planning for all assigned employees. Additionally, this position facilitates personnel conflicts by mediation, patient advocacy and modeling. This role maximizes communication and service delivery by collaborating with other clinical departments, team, management and WRRC meetings; modeling effective and professional communication and creating a culture of support and continued improvement within the team. This position monitors delivery of behavioral and mental health services through direct observation of staff supervised and behavioral services staff compliance to ICF and HCBS regulations and agency policy.Clinical Program SupervisionThis position assesses and maintains staff competency by modeling, teaching, and providing clinical direction and professional development training. Provide mechanisms/systems for the assessment, planning, implementation and evaluation of the patient need based treatment program consistent with standards of care set by ICF/IDD and HCBS regulations, Colorado Department of Human Services (CDHS) and Division of Regional Centers. Collaborate with other team members, other teams, and outside agencies to maximize continuity of care.Provision of ServicesMaintains caseload to provide services to individuals, intervenes in crisis situations, provides individual or group therapy to individuals as clinically justified. Completes required documentation and assessments in accordance with regulatory and Division requirements. Attends interdisciplinary team meetings to provide support and subject matter expertise.Fiscal ManagementThis position monitors expenditures, assists in determining team budgetary needs, cost and training needs of staff, and develops strategies in tandem with the Behavioral Services Director for meeting the needs of the resident population and the multidisciplinary staff within allocated funding by: complying with state fiscal rules; communicating budgetary issues to the team and Behavioral Services Director, and other professionals. Prioritizing spending and maintaining awareness of budgetary and fiscal issues.Other Duties As AssignedThe individual in this position participates in rotating after-hours behavioral consultation. This support provides clinical direction to direct care staff during crisis situations. Complete risk assessments as clinically relevant, including mental health holds, and/or facilitate support to help individuals work through conflicts. Other duties as assigned.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMinimum Qualifications Experience Only:Eight (8) years of professional experience in the health professional field (i.e. field of mental health, or intellectual or developmental disabilities field) which must include one (1) year of experience working directly with persons with intellectual or other developmental disabilities. OREducation and Experience:A combination of related education and/or relevant experience (as specified above) equal to eight (8) yearsQualifying education: Candidate must be a graduate from an accredited college or university with a bachelor's degree in a human services field (including but not limited to: sociology, special education, rehabilitation counseling, and psychology)Preferred QualificationsThe following supplemental experience, competencies and abilities are highly desirable for this position and may be considered in selecting the successful candidate:

Licensed Psychologist, Licensed Professional Counselor, BCBA Certification, or equivalent license or certification

Master’s degree

Three (3) years of supervisory experience.

At least one (1) year of case management experience working with individuals with intellectual disabilities or other developmental disabilities in a community setting (i.e. at a Community Centered Board - CCB).

Experience in an Intermediate Care Facility with Individuals with Intellectual Disabilities (ICF/IID).

Have excellent verbal and writing skills.

Supervising three staff members.

Pre-employment Physical/Tests – Must demonstrate the ability to lift 50 lbs, bend, squat, etc. and perform physical interventions proficiently (pre-employment and continuously throughout employment). TB test required.

Travel - Position must travel to remote work sites and must utilize a state vehicle, if available.

If not, must utilize personal vehicle and submit for mileage reimbursement. Position is required to use a state vehicle to transport residents.

Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
