Description of JobThis Correctional Support Trades Supervisor II (CSTS II) is the Central Plant Supervisor at the Limon Correctional Facility (LCF), a Colorado Department of Corrections (CDOC) prison facility in Limon, CO. Responsibilities include but are not limited to: ensuring the safety and security of the general public, staff and offenders, ensuring safe, efficient and compliant operation of facility boilers, chillers, generators, water treatment systems and electrical switching devices; ensure effective supervision of assigned staff. This position promotes the CDOC Mission, Vision and Values with integrity and commitment.Safety and Security- position maintains safety and security of facility and work sites; through clear and accurate communication trains and guides offenders in the proper use of controlled items, tools, equipment and chemicals; enforces security procedures by conducting work site searches, strip searches and offender shakedowns; monitors workplace environment and offender behavior, paying close attention to changes, inappropriate activity or potential problems; initiates verbal reprimands when warranted and, if necessary, physically controls offenders with the proper application of restraints or "use of force" techniques; responds to emergency situations such as fights, fires and escapes according to agency policy and writes and submits required reporting. Ensures offender evaluations are completed, tracks and calculates offender hours and pay, creates schedule and assigns tasks and resolves informal grievances according to agency policy; reduces offender idleness and creates real life work opportunities to prepare offenders for community reentry.Operations- position ensures the safe, efficient, compliant and cost effective execution of assigned tasks and projects by performing "hands on" instructional work alongside staff and offender crews. Position is responsible for facility central plant.Assures proper operation of the Limon Correctional Facility Central Plant environmental conditioning equipment through constant monitoring, testing, recording, certifying and completing corrective, preventive, predictive maintenance and inspections on chillers, boilers, generator, water treatment systems and electrical switching devices. Performs environmental testing to determine and maintain proper light, sound and ventilation levels in accordance with established standards.Assures proper operation of equipment and devices (boiler, chillers, air-handling units, etc.) in the main facility by providing appropriate repairs and/or consultation with facility staff during non-normal working hours. Assures a clean, safe and secure central plant work environment through scheduled sanitation procedures, tool/key inventory control and compliance to applicable health and safety codes. Follows chemical control procedures. Supervises inmate worker performing housekeeping tasks in/around the boiler house.Position coordinates logistical support with other trades and shops in order to use resources efficiently; monitors progress and quality of work; completes required documentation such as work orders and incident reports; provides assistance as necessary to other operational areas of the maintenance department.Position may be assigned to assist other trades supervisors and crews.Position is subject to the following: facility call back, working additional hours or shifts to maintain safety and security and working in close proximity to industrial equipment in varying indoor temperatures and outside during inclement weather.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMINIMUM QUALIFICATIONS: Experience must be clearly described within the work history and job duties section of your application to meet this requirement. Please note that any work experience less than full time will be prorated. Five (5) years of employment experience in boiler operations performing preventive, predictive and corrective maintenance. ORApplicant may meet the five (5) year requirement with a combination of work experience as follows: A minimum of three (3) years of employment experience as described above may be combined with Building/Equipment Maintenance and/or Correctional experience. Building/Equipment Maintenance - includes planning, estimating and performing a variety of "hands on" trades such as carpentry, plumbing, HVAC, welding, machinery/equipment repair and/or electrical on residential, commercial or agricultural structures. Correctional Experience - must be security related duties where primary responsibilities throughout a shift, include monitoring and controlling offender movement throughout their daily schedules, discovering and preventing contraband and responding to emergencies; ensuring proper key/tool/chemical/equipment control, use,storage and accountability; advising inmates in matters concerning work, programs, appropriate behavior and decision making in order to prepare them for successful community re-entry. Substitution:Completion of formal education at an accredited, non-correspondence trade/vocational school, college or university that resulted in demonstrated competencies equivalent to those gained through the required experience may be substituted for the experience on a year for year basis. Preferred Qualifications:
Active Colorado Stationary Engineer Certification
Possess one or more of the following: Class 1 or higher water distribution certification, Class 1 or higher waste water collection certification, Class C water treatment certification, back flow protection assembly tester certification, Class A underground storage tank operator's certification.
Active Colorado Journeyman or Master Plumbing License
At least one (1) year of experience providing work lead or supervisory duties in correctional physical plant operations, that may have included assigning tasks, creating schedules, training, monitoring work and hours.
Substitutions- successful completion of accredited, non - correspondence, program that provided the same type of experience and knowledge obtained in the required experience may be substituted on a year for year basis for up to two years. Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension , relevant competency assessments and written/practical exams in Defensive Tactics;
Possess the physical ability to successfully complete Defensive Tactics;
Lift arms above head and kick as high as own waist;
Stabilize another person to accomplish a controlled take down;
Use arms, palms of hands, shins, and feet to deliver blows;
Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
Swing a baton in a striking technique;
Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;
Get down on one or both knees and up again with multiple repetitions;
Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
