We are looking for a Children’s Health Policy Advisor for the Child and Family Health Division’s CHP+ Unit in the Health Policy Office (HPO)!
The Child Health Plan Plus (CHP+) Unit is responsible for the full continuum of policy and program administration related to CHP+. The CHP+ Unit is the lead on Medical Assistance Rules, analysis of program rules and regulations and overall effective management of the CHP+ Program, its benefit, and the performance of CHP+ contractors. This also includes maximizing the overall performance of CHP+ services and programs.
The Child and Family Health Division is responsible for the administration and performance of family, maternal and child health service and programs for Medicaid and CHP+ members. Staff within the Division are responsible for stakeholder relations, policy development and implementation, contract management and performance, program administration and overall Medicaid and CHP+ program performance. The Division plays an important role in working toward the Department of Health Care Policy and Financing (Department) mission to improve access to cost-effective, quality health care services for Coloradans. Through close alignment and collaboration with the Health Policy Office’s other division, the members of this team ensure evidence-based practice and policy inform the Office’s work.
The Health Policy Office (HPO) is responsible for the administration and performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. Staff within HPO are responsible for stakeholder relations, policy development and implementation, grant oversight, contract management and performance, program administration and overall Medicaid program performance. HPO plays an instrumental role in achieving HCPF's mission to improve access to cost-effective, quality health care services for Coloradans.
This position can work fully remotely from anywhere in the State of Colorado.

Description of JobWHAT YOU'LL BE DOING AS CHILDREN’S HEALTH POLICY ADVISOR:
This position is the Staff Authority on children’s policy and children’s health related social needs.
Guides a collective children's health approach and policy innovation for the state of Colorado’s CHP+ and Medicaid programs, using strong awareness about state and federal legislation and requirements for child health policy.
Leads the design and development of child health strategy in the Accountable Care Collaborative Phase III and CHP+ alignment.
Provides expert guidance, oversight, and coordination for children’s policy analysis, development, and implementation.
Position is relied on by management when making decisions about strategy or goals or technology updates regarding child health policy or CHP+/Medicaid program direction. Information generated from this position is submitted to the HCPF executive leadership to determine a strategic approach to children’s policy that includes cross matrix input and impact.
Facilitates collaboration across teams, engages internal and external stakeholders, and provides recommendations to senior management.
Guides internal staff and collaboration with other state agencies to contribute to a dashboard for child health policy in Health First Colorado and CHP+.
Reviews federal and state authorities for CHP+ and provides policy recommendations based on deliberate regulatory research and analysis to ensure effective, efficient, and most appropriate implementation for CHP+ compliance.
Uses technical guidance and direction regarding the application of children’s health policy to lead the work and member-focused decision making.
