Description of JobThe Land Use Planning work unit exists in the Community Development Office (CDO) of the Division of Local Government. This work unit is responsible for providing guidance, resources and direct technical assistance to local and regional governments to comply with land use requirements in state statute. Through housing needs assessments and action plans, accessory dwelling unit requirements, parking requirements, transit oriented community planning requirements, etc., the result is more affordable housing and strategic growth in Colorado communities. We are recruiting for theLand Use Planning Specialistfor a unique role on the land use planning team. The individual selected for this position will coordinate with the grants team and the technical assistance team, supporting all internal deliverable, outreach, and communications work. This planner will wear many hats, supporting research and speaking engagements, creating educational materials and tools, developing regularly updated website and social media content (in close partnership with Communications team), and providing speaking points and feedback for leadership. An important element will be sustained focus on telling the story of program success and the success of local and regional governments in complying with planning statutes. The primary duties and responsibilities of this position include, but are not limited to:
Assist the team to ensure statutorily required deadlines and deliverables are met, as well as local and regional governments are successful in meeting statutory requirements in a way that helps them meet their local objectives. The four new programs are:
Sustainable Affordable Housing Assistance (SB 24-174)
Housing in Transit Oriented Communities (HB24-1313)
Accessory Dwelling Units (HB24-1152)
Minimum Parking Requirements (HB24-1304)Meets regularly with the full team to implement new planning-related legislation, keeping up on project.
Assist stakeholders and partners with obtaining information as required to evaluate potential new partnerships for affordable housing progress, feedback received, and areas of confusion or concern; respond with focused and strategic messaging;
Implement programs through effective, strategic communication in written, electronic and oral format;
Build collaborative partnerships by facilitating public and private cooperation with stakeholders;
Utilizes creative approaches to facilitate projects such as facilities, improvements, strategies, services while effectively engaging stakeholders in a manner that promotes public trust and accountability;
Contribute to and draft speaking points, web updates, and social media content;
Draft case study and best practices documents in partnership with the Land Use Technical Assistance Unit;
Contributes to local and state government land use planning research, program delivery, meeting facilitation, and technical assistance as needed;
Create and provide presentations as requested; provide support to the Planning team to create effective visuals and messaging to ensure strong and effective communication of program status, guidelines, and principles.

OR Education and Experience:A combination of related education in Urban & Regional Planning, Geography, Public Administration, Political Science, Public Policy, or a closely related field (as determined by the agency) AND experience as described above equal to six (6) years.
