Assist senior leadership and Acquisition Lead by providing support on Government knowledge management, workforce and acquisition practices and lifecycle governance applied to infrastructure and technology solutions across all customer mission areas.

Assist the Acquisition Lead in delivery of mission needs.

A week in the life of aJourneyman-level Acquisition Workforce/Management Analyst:

Support Knowledge Management functional area by using concepts, processes, tools and methodologies of knowledge management.

Create documents and implement knowledge management governance policies and procedures

Provide support in the area of records management.

Support CBP Acquisition Workforce (AWF) career training and development needs

Assist in development, implementation, management, and monitoring of OA Acquisition Workforce (AWF) statistics, including reporting and metrics from training system of record and CBP sources.

Identify, respond to and monitor program budget and funds. Support congressional audits.

Support strategic acquisition human capital planning and acquisition workforce management

Perform construct analysis, position analysis & mapping to identified AWF positions with certification types/levels desired; contributing to re-writes of Position Descriptions (PDs) for possible reclassification; research, design measures, outreach for hiring and management practices, develop or review performance metrics

Develop acquisition policy; conducting oversight and governance on all CBP Acquisition Programs, familiar with DHS MD-102, and Federal Acquisition guidelines, conduct research and data analysis to inform business decisions and business proposals

Proficient in writing clear and concise documents for acquisition management, provide relevant training to users on new or existing practices and procedures, support acquisition planning, pre-award and post-award activities.

Job Requirements

Must be a U.S. Citizen

Must have an active TOP SECRET clearance or CBP Background Investigation or DHS Clearance

Bachelor’s Degree and 7+ years of experience; or Master's Degree and 5+ years' experience or high school diploma and 11+ years of experience.

At least 5 years of experience in developing acquisition policy and conducting oversight & governance of Government Acquisition Programs.

Expert understanding of DHS Management Directive 102-01 and its supporting guides, DoD 5000, and Federal Acquisition Institute guidelines.

Expertise in policy, process and governance regarding acquisition and system lifecycles.
