This position is contingent upon IDIQ contract award and subsequent task-order award(s) and requirements. It supports SHELADIA's pursuit of the U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), 2026 Worldwide A/E Support Services IDIQ. Assignments, travel, and responsibilities will depend on awarded task orders.The program may support planning, design, construction, facility rehabilitation, system replacement, security upgrades, communications facilities, and building maintenance at Foreign Service posts worldwide and OBO offices in the Washington, DC metropolitan area. Services may include professional support services, constructability reviews, critical-path schedule and risk analyses, and project-budget analyses.The Civil/Site/Landscape Planning Lead will lead integrated civil, site, and landscape planning services, coordinating infrastructure, security, resilience, accessibility, and mission requirements for safe and sustainable diplomatic facilities.Lead civil/site and landscape teams in planning, assessment, design support, infrastructure improvements, rehabilitation, and security-related projects.Evaluate grading, drainage, stormwater, utilities, water/wastewater, roadways, parking, circulation, access, and landscape infrastructure; develop site plans, feasibility studies, capacity analyses, alternatives, and phased improvement plans.Integrate physical security, perimeter protection, standoff, accessibility, sustainability, climate resilience, and mission requirements into site-planning solutions.Coordinate multidisciplinary teams including civil, landscape, geotechnical, environmental, surveying, transportation, architecture, structural, MEP, security, cost, scheduling, and construction.Assess existing infrastructure and develop repair, replacement, modernization, resilience, and lifecycle strategies.Coordinate with OBO, U.S. Government agencies, host-country authorities, utilities, permitting agencies, contractors, and local consultants while applying U.S. Government/OBO and host-country requirements.Review technical deliverables for quality, compliance, coordination, and constructability and support budgets, schedules, risk management, and critical-path analyses.Supervise and mentor staff and support business development, proposals, client presentations, and contract activities.Perform other duties as assigned.
