We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.Responsibilities and DutiesOCT Consulting has grown significantly within the last 3 years and continues to grow. We are looking to bring onboard an intelligent, intellectually curious, organized, diligent, and detail-oriented Engagement Manager and Senior Business Process Analyst to support a government client’s efforts to reorganize their workforce of over 500 FTEs around Category Management principles. You will be responsible for fully managing the end-to-end project, and you must be a strong, independent worker, with proven gravitas in leading a team through uncertainty. You will work with the team to update relevant policies relating to the reorganization, create document review matrices, ensure that new processes are properly documented (including business process mapping), develop cross-channel communications, develop and implement a change management plan, and regularly update and brief senior executives on key topics and progress vs. plan. You will advise the client on how to communicate business process changes to the organization and lead an education and training campaign to socialize new policies and procedures. You will facilitate trainings and briefings, as needed, to support these education and training efforts. Responsibilities and duties include: · Leading the end-to-end strategy and business process project, beginning with developing a solid vision for “what good looks like” and developing and maintaining all project management artifacts (NOTE: This is a project where the client requires significant guidance on visioning and there is significant uncertainty; the successful candidate must be a proven leader in leading teams through uncertainty and delivering stellar customer experiences)· Leading a team of 5 FTE in support of all project goals· Providing support, guidance, and leadership to the government client around operations, communications, and training· Working with your team to write and update the organization’s policies related to the reorganization efforts· Documenting new and updated business processes, including document review matrices· Communicating business process changes to the client’s workforce of over 500 FTEs through education and training campaigns· Leading the development of various presentations, briefing materials, plans, and infographics using Excel, Google, and MS PowerPoint· Leading executive-level meetings and facilitating new and recurring meetings to build consensus, gain approval on key decisions, and conduct research; the meetings you will lead may include anywhere from 1 to 700 stakeholders· Developing and implementing various plans, including a Project Plan, Change Management Plan and a Communications Plan· Conducting one-on-one and small group interviews to solicit stakeholder feedback· Note that this is an excellent opportunity to work with a team of management consultants who are working closely with high-level government executives to build and execute new processes and plans for a Federal agencyRequirementsQualifications and Skills

Ability to work entirely independently to envision, plan, and execute on a general management consulting project in an environment of significant uncertainty

Minimum of ten (10) years (15 years preferred) of work experience providing project management, strategy, business process, change management, communications, and other general management consulting services to the Department of State, DoD, or other Federal agencies

Previous management consulting (or similar) experience is highly desired (whether within the public or private sector; either is desirable)

Experience providing technical writing support to a Federal government program office

Experience in policy writing for a Federal agency

Background in Category Management (Preferred)

Background supporting reorganization efforts for a Federal agency (Preferred)

Significant experience with Change Management principles and frameworks (Preferred)

Excellent organizational and detail-oriented working style; you are capable of creating executive-level materials with virtually zero oversight

Excellent communication skills, and the ability to work collaboratively in support of senior government stakeholders

Proficiency in Microsoft suite of programs, as well as Google tools to manage Shared files

Ability to manage competing priorities and multiple taskings, and work in a fast-paced working environment

Openness to feedback and continuous self-improvement; self-awareness to understand the areas where you excel and those which will require further development

Highly intellectually curious and resourceful when approaching problems and determining solutions

Top-notch project management and organizational skills

Willingness to perform a broad range of tasks that include everything from high-level strategy creation to administrative duties

Experience with staff work within the Federal government space

Demonstrated critical thinking and flexibility in supporting a diverse set of projects

Bachelor’s + relevant Master’s Degree (Preferred)

Project Management Professional (PMP) (Preferred)

Must possess or be able to obtain and retain a Moderate Risk Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check (Current Secret or higher clearance preferred)
