Job Description:
Provide professional office support by leading the implementation of special projects, including database development and maintenance, assistance program and portfolio documentation and reporting, foreign assistance budget process tracking and support, and program management/administration assistance.

Includes the following:
Directly support NEA/AC objectives and mission. Work closely with the Government Technical Manager (GTM) and/or the office director.
Support U.S. Government Direct Hires (USDH) in NEA/AC-managed programming by performing substantive analysis of complex foreign assistance issues and resources as a means of supporting foreign policy objectives in the region.
Assist in program management by managing thematic- or country-specific projects, including preparing pre- and post-award funding opportunity announcements, liaising directly with civil society and foreign and domestic non-governmental organizations, and supporting award negotiations.
Responsible for working with interagency officials on tracking and coordinating foreign assistance (and corresponding budget and programming issues) in the Middle East and North Africa (MENA) region to ensure that resources support foreign policy objectives, recommending tradeoffs between countries and/or foreign assistance accounts, as needed.
Act as a liaison for the office to which he/she is assigned. Communicate with desk- and working-level staff between NEA/AC and other department elements, including NEA desk officers, the bureau's front office, and other department bureaus (including the Bureau of Foreign Assistance Resources (F) and other federal agencies, including the U.S. Agency for International Development; these contacts serve as the office's primary interlocutors. Coordinate NEA/AC functional processes on behalf of country coordinators, grants staff, planning/budget/evaluation staff, and country desks.
Maintain visibility on all relevant USG budgets (totaling approximately $7 billion/year), programmatic initiatives, funded projects, and activities and offer timely options, recommendations, and information to carry out the projects assigned.
Coordinate taskers and maintain tasker tracker - clearance requests, report timelines - that enables NEA/AC to manage, record, and track its approximately $200 million in active grants.
Provide necessary support in development and management of country program inventories and the associated NEA/AC database, including core documents (fact sheets, etc.), budget and project information, and information and reports for internal/external audiences on assistance programming strategies, plans, budgets, and performance.
Serve as NEA/AC's information manager/knowledge management expert; create, maintain, update organizational infrastructures for the office's country portfolio and budget data; work with the shared drive, SharePoint and online database systems, including, but not limited to Grant Solutions, Assistance Coordination Performance Reporting System (ACPRS), and the NEA/AC inventory tracker.
Work closely with bureau planners to analyze and track foreign assistance budget documents, processes and, requirements (including operation plans, mission resource requests, and Congressional notifications) and support the development, evaluation, and revision of NEA's strategy documents through management of working groups, source documentation, and taskers.
Synthesize complex budget information into presentation materials, including slides, tables, and graphs.
Formulate results-oriented methodologies for NEA/AC leadership to improve knowledge-based management systems such as on-line data collection and organizational tolls, proactively identifying and addressing areas for improvement and/or upgrade.
Design and implement functional mapping products for foreign assistance programming throughout MENA region.
Develop and maintain contacts in other offices - at the country desk level - in order to facilitate communication.
Draft, revise, clear, and/or track documents related to the area of assignment; as needed, assist others in the office with obtaining clearances and transmitting on behalf of the Assistance Coordination Office.
Support NEA/AC's primary mission by managing NEA foreign assistance activities, including researching, drafting, clearing, and transmitting the required paperwork for the programming/reprogramming of funds, including Congressional Notifications, internal department action memos, funding transfers.
Review work products submitted to the immediate supervisor, the deputy assistant secretary and/or the director, Senior Advisor, or other senior personnel for completeness, compliance with formatting requirements and conformity to policy guidelines established by the Department's Executive Secretariat.
Research bilateral and multilateral foreign assistances initiatives, as directed by division chief or governing supervisor.
Assist in designated NEA/AC special projects, as directed by division chief or governing supervisor.
Provide technical knowledge management support to staff, including information technology (IT) support work for the office, such as serving as website administrator, resetting passwords, managing user/group permissions, and basic troubleshooting.

EDUCATON AND EXPERIENCE
Minimum of one year of prior working experience within the Department of State, though a waiver could be made if other skills and qualification supersede this requirement.
Bachelor's degree or Master's degree in International Affairs, Middle Eastern Studies, or other relevant fields preferred.
KNOWLEDGE, SKILLS, and ABILITIES
Working knowledge of Department of State management procedures and regulations (both domestic and overseas) preferred.
Knowledge of policies and viewpoints of the Department of State as they relate to current foreign policy situations and projected bureau program activities
Knowledge of Department and NEA/AC foreign assistance policies.
Knowledge of internal NEA/AC databases and country inventories.
Knowledge of NEA/AC's shared drive's organizational structure, and a drive to enforce/improve upon the office's file organization.
Working knowledge of government computer systems, classified and unclassified networks, office equipment, and administrative practices.
Advanced working knowledge of personal computers and software, including Microsoft Office applications (Word, Excel, Outlook, Access, PowerPoint, SharePoint), Adobe software, and other computer-based programs.
Knowledge of State Department's record management requirements and procedures.
Ability to work independently, remain calm under pressure and tight deadlines, and work well with others.
Ability to prioritize work based on organizational needs.
Strong computer and presentation skills (proficiency in databases). Ability to utilize effective time management and organization (realistic goals, meeting deadlines).
High level of self-initiative.
Possess sound judgment in cost management and controlling expenses. Possess sound judgment in a politically sensitive environment.
Ability to effectively communicate, both orally and in writing.
