1. EngenderHealth is leading the Accelerating ChoiCe, Equity, and Sustainability for Services (ACCESS) cooperative agreement. This five-year, $89.8 million initiative, funded by the United States Agency for International Development (USAID) aims to transform family planning and reproductive health (FP/RH) services across select low- and middle-income countries.  
2. MOMENTUM Safe Surgery in Family Planning and Obstetrics is a USAID funded program initiated in September 2020 and active through June 2026. Through a consortium of partners led by EngenderHealth, this project expands awareness of, equitable access to, and appropriate use of quality, voluntary surgical maternal health (MH) and family planning (FP) services that are essential to reducing maternal and newborn mortality and morbidity and promoting reproductive health (RH).Apply

This position requires the candidate to be based in the Washington, D.C., area and to possess strong writing skills as well as fluency in English and FrenchThe Program Officer will provide programmatic, administrative, and technical, support to the planning, design, implementation, monitoring, evaluation and reporting of the project. The Program Officer will be responsible for supporting diverse programmatic and administrative functions throughout the project’s life cycle, including assisting with the development of core and mission workplans and budgets, monitoring timely and efficient implementation and achievement of milestones and deliverables including identifying and supporting solutions to potential bottlenecks; documentation and dissemination of the project’s knowledge products and communication materials; and supporting team and partner coordination and communication.  The Program Officer will also support coordination and communication activities with partners, and collaborators, including as a project representative on cross-ACCESS working groups and acting as project point person for relevant technical areas.  Across activities, the Program Officer will support, in collaboration with project leadership and EngenderHealth finance and administrative staff, compliance with all relevant EngenderHealth and USAID rules and regulations. ESSENTIAL FUNCTIONS: Programmatic Management Support: Contributes to project work planning and budgeting, including team coordination, providing inputs to the workplan and budget. Works closely with the project leadership, activity managers, and the Finance team to track performance against budget, project timelines, objectives, and deliverables. Monitors execution of deliverables to address programmatic issues in a timely manner. Coordinate and compile inputs to quarterly and annual narrative reports as well as other relevant technical reports and project deliverables. They will also assist with the preparation of project deliverables and documents. Works with the ACCESS communications team, to review/prepare various needed communications products and update online project information. Provides coordination and administrative support to the technical team, including team coordination, meeting agendas and notes, communication, and coordination of partners in the ACCESS project. Monitors and supports fulfillment of technical assistance needs for field offices and projects, including preparation of scopes of work, identification of resources including short-term technical assistance providers in consultation with relevant technical and contract staff and ensures critical follow-up. Supports procurement, communication and monitoring of consultants, including coordinating the development of scopes of work, coordinate interviews and hiring processes, including submission of deliverables. Coordinates the response to programmatic, financial, administrative, and logistics needs, and requirements generated from project leadership.  Technical Support: Conducts peer-reviewed and gray literature searches and review on relevant technical issues to inform project design, implementation, and evaluation. Assists with compiling and creating technical content for publications and manuscripts. Synthesizes information and data into an overarching summary of progress and achievements on key project activities. Assists the ACCESS Technical Team to develop, refine, and implement technical activities. Supports technical teams to identify and document successful local advancements to contribute to global technical leadership and adaptive learning. Work with the technical team and the Knowledge Manager to coordinate and support documentation and dissemination of project knowledge products (briefs, success stories, articles, reports, curricula/manuals, job aids, or presentations) for print or electronic format, including research, writing, and/or coordinating editing and production, in collaboration with other staff and/or consultants, including ushering products through ACCESS and USAID review and EH comms/production teams. Ensure project results and learning are highlighted through project strategic external communications channels (including web, events, and social media) and uploaded to relevant USAID platforms (DEC, DDL). Provide technical and administrative guidance and direction to interns/consultants as relevant. Other duties as assigned. REQUIREMENTS: 
Must possess the following requirements with or without a reasonable accommodation. Graduate degree in public health, epidemiology, social sciences, public administration, or other health-related field.  3-5 years of experience supporting or implementing international health and development projects.  Prior work experience in an organization focused on family planning/reproductive health, adolescent and youth sexual and reproductive health, gender or related areas required. Excellent English and French written and speaking skills required (fluent) Strong and demonstrated project/project management skills. Ability to travel to program countries and global conferences based on business need approximately 25% of the time.Highly skilled in technical writing and editing.  Experience with knowledge product development, including peer-review publication, technical briefs, and program impact documentation. Experience in program monitoring and reporting. Experience in research or evaluation study design and implementation.   ESSENTIAL SOFT SKILLS: Committed to the core organizational values of EngenderHealth of Reflection, Inclusion, Integrity, Respect and Transformation. Comfortable working in a fast-paced environment and being held accountable for meeting ambitious targets. Able to synthesize complex information and write clearly and persuasively and perform and thrive in a matrix management context. Cross-cultural sensitivity and ability to work effectively in different socio-cultural contexts. Ensuring compliance with organizational and donor expectations regarding alignment with the broader ACCESS suite of programs and branding/marking guidance. Collaboratively shares information and supports colleagues.  PREFERRED SKILLS, ABILITIES, AND FUNCTIONS: Experience in project/project management concepts and practices and developing high quality Power Point slides and facilitating presentations. Experience supporting the design and hosting of Webinars and run of show/ scripts and budgeting, cost share planning and documentation, and expenditure monitoring, as well as familiarity with sub-award management.
