Position Description :
Proposal Manager is responsible for the management of activities and staff associated with the development of Federal proposals.
The proposal manager provides leadership and direction to cross-functional teams assigned to work proposal efforts. The proposal manger ensures that the proposal response is compliant, compelling, and completed on schedule.
The proposal manager works with the Capture Manager and / or Senior Proposal Manager to ensure that the opportunity strategies, solutions, themes, and discriminators are woven into the proposal response.
The proposal manager ensures that the proposal is completed and delivered to the Government within the prescribed time periods.
Responsibilities include :
Facilitate storyboard session to develop proposal strategies and technical solutioning to include collaborating with team to develop win themes, ghost themes, value discriminators, and identify risk.
Understand company service offerings, experience, and capabilities.
Review and analyze the RFP / RFQ / RFI to create compliant proposal outlines, compliance matrix, proposal schedule, kick-off meeting materials, or other required proposal development artifacts.
Facilitate color team reviews, capture actions items and status, and validate action item closure.
Conduct regular proposal progress status meetings and manage the team to the proposal schedule.
Perform compliance and quality review of color team drafts.
Support the development of standard proposal sections such as Management Plans, Past Performance, or Resumes.
Manage the production of draft and final text and graphics in PowerPoint.
Perform desktop publishing and copyediting.
Perform white glove review and final proposal production for hard / soft copy submission.
Assist with other duties as assigned.

Bachelors of Science / Art
Experience Requirements :
4-6 years of proposal experience
