Summary The position is located in the New Service Design & Development Division (NSDD), Office of Consular Systems and Technology, Bureau of Consular Affairs, Department of State. NSDD selects, designs, and implements new technology systems that support CA and clearly align to business needs. This serves as public notice for the use of OPM\'s Direct Hire Authority. Responsibilities Interacts and interfaces with the end-user and with Bureau functional units to define user needs and technical requirements for new and updated applications software in the discrete, assigned functional areas of consular affairs. Oversees the efforts of Branch staff in ensuring the rigorous application of information security /information assurance policies, principles, and practices to the development and delivery of Branch products and services. Supervises the work of a staff of Information Technology Specialists, each of whom serves as project, program, and government task managers for the accomplishment of the Branch\'s work through a large contractor workforce. Makes optimal use of the contractual process to ensure that the Branch maintains a staff with the technical capabilities required to effectively and efficiently carry out the assigned IT programs and operations for consular systems. Participates with the Division Chief and the other NSDD Branch Chiefs in the development and implementation of goals, objectives, policies, plans, and budgets for the Division. Qualifying specialized experience must demonstrate the following: Experience supervising staff, assigning work, reviewing results, and coaching team members on career and professional development. Experience developing strategic plans, managing budgets, implementing operational improvements, and guiding teams in adopting agile methodologies and DevOps best practices for secure and reliable software delivery. Experience managing and optimizing procurement processes and overseeing contractor activities as a Contracting Officer\'s Representative (COR) or Government Technical Monitor (GTM). Experience overseeing discovery efforts, removing blockers, and frequently delivering high-quality, secure software that delivers value to stakeholders. Experience collaborating with stakeholders and leveraging data to drive continuous improvement and enhance the product customer experience, while ensuring adherence to information security policies and practices. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. This position serves as an expert resource for U.S. embassies, helping to design and implement cultural heritage initiatives. Responsibilities Designs and manages CHC initiatives, projects and programs that support cultural heritage preservation the assigned region(s) and partner countries. Identifies and develops programs to implement cultural property agreements and to broadly advance regional cultural heritage protections. Provides or obtains research and analysis pertaining to cultural property agreements with foreign governments. Plays a leading role in supplementing and expanding CHC’s capacity to provide technical and other expertise on international cultural heritage issues to other ECA programs, departmental entities, Embassies, and across the interagency. Liaises on behalf of the Department, ECA and the CHC on cultural heritage issues, trends, and developments worldwide with U.S. and international stakeholders including foreign government officials. Summary This position is located in the Bureau of Conflict and Stabilization, Office of Communications, Policy, and Partnerships (CSO/CPP), which develops strategies with regional bureaus and offices to integrate new and emerging partners into early warning assessments, planning and operations, and coordinates CSO activities with non-governmental organizations (NGOs), and other non-traditional actors in conflict operations. Responsibilities Coordinates conflict prevention approaches and strategies in a manner that fully reflect Congressional responsibilities and concerns, as well as the foreign policy interests of the Department, Bureau, and their partners. Prepares and provides background material for briefing materials for DOS and CSO witnesses appearing before Congress. Prepares Department and Bureau officials for oversight and budget hearings. Provides authoritative advice and guidance to senior officials concerning the development of innovative approaches to coalition building, formulation of strategic partnerships and strengthening of community resilience and local empowerment. Represents the Bureau in Departmental, interagency, international and NGO settings. Responsible for identifying, formulating and advancing multinational and regional institutional partnerships that support CSO’s domestic and foreign engagements. Analyzes, strategizes and develops conflict and stabilization policy and program recommendations for partner agencies and organizations; develops background information, tactics & approaches for building partnerships that provide key CSO objectives.
