The ideal candidates will have experience in conceptual (rough order of magnitude) and detailed estimating of construction projects with a demonstrated ability to work in a diverse organization of internal and external stakeholders. They would also have a desire to focus on cost from an overall owner perspective, ability to lead initiatives tied to their perspective development phases, and knowledge of Federal estimating requirements.Minimum QualificationsEducation
Bachelor’s degree in Engineering, Construction, or related field.
In lieu of a Bachelor’s degree, a High School Diploma or GED and 4 years of engineering cost estimating experience will be considered.
Experience
Ten (10) years demonstrated cost estimating experience with experience in 3 or more of the following areas: project management, project development, site engineering, value engineering, constructability reviews, project scheduling, project phasing, construction project negotiations and/or proposal review.
Certification/Licensure
Possession of a valid District of Columbia, Maryland or Virginia Motor Vehicle operator’s license from jurisdiction of residence.
Preferred
Technical experience in the transit or rail industry
Certifications and Licensures related to industry are not required, but are preferred:
Professional Engineer (PE)
Project Management Professional (PMP)
Certified Cost Consultant / Certified Cost Engineer (CCC/CCE)
Other Industry Related Certifications and Licensures

The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.Job SummaryThe Senior Specialist Engineer Cost Estimating provides cost estimation, engineering and construction expertise to assist in the development of Capital Improvement Projects, new project designs, project value assessments and technical reviews. The engineer is responsible for developing complete, detailed cost estimates of all estimate types (i.e. Detailed I.C.E., Budget, ROM, and Reviews), using various estimating methods (i.e. Bottoms-up, Parametric, Analogous, and Three-Point), for construction projects involving a multitude of standard and specialty disciplines (i.e. architectural, electrical, mechanical, civil, track work, AC switchgear, radio coverage, and others). The engineer serves as a Subject Matter Expert (SME) on detailing project costs which includes elements of, but not limited to: material, labor, equipment, subcontractors, facilities costs, schedule, quality control, testing, design, industry standards and market conditions. Work is often performed in high pressure situations under tight deadlines, while adhering to Authority policies, departmental guidelines, and proper cost estimating practices.Essential Functions
Prepares detailed and accurate independent construction cost estimates, (to include material, labor, equipment, subcontracts, design, indirect, markups, risk, etc.) for invitations for bid (IFB) projects, design build projects, project change orders, and engineering and/or architectural concepts. Work product supports all levels of design stages (conceptual, schematic design, design development and construction documents) to include installation or modification of all disciplines of work (General Conditions, Existing Conditions and Demolition, Architectural, Fire Protection and Fire Suppression, heating, ventilation, and air conditioning (HVAC), Electrical, Communication, ESS, Site and Infrastructure, Site Civil, Utilities, Transportation, Track Work, Traction Power, Automatic Train Control, Fare Collection, Civil, Engineering Design, and Facilities).
Performs constructability analysis of projects, schedules, and project documents to improve the development of accurate construction documents, with engineers, architects, project teams and department managers. Offers recommendation for revisions to construction documents.
Provides technical expertise, on industry best practices, including but not limited to computing unit cost data, acquiring adequate funding, and/or improving design drawings and scopes of work.
Creates and maintains cost data on construction and material cost trends related to WMATA specific construction activities, materials, and equipment.
Reviews and analyzes estimates, and claims performed by others for accuracy and completeness. Performs independent review of Contractor’s proposals and cost information, to determine the merit, validity and reasonableness of cost data presented by Contractor.

Stays up-to-date and well-informed on the latest standards, information and construction trends, both internally and externally, that affect all aspects of cost used to prepare construction estimates and claims analysis. Maintains current knowledge of industry standards and markets, and provides the most accurate, fair and reasonable cost estimates and claims analysis based on recognized, documented and quantifiable methods. Adapts in understanding and utilizing various estimate methods and techniques of a project based on the size and scope of work. Maintains relationships with various subcontractors, vendors and suppliers.
