Software Engineering ManagerLocation: This position will work a hybrid model (remote & office). The ideal candidate will live within 50 miles of one of our Elevance Health PulsePoint office locations.National Government Services is a proud member of Elevance Health's family of brands. We administer government contracts for Medicare and partner with the Centers for Medicare and Medicaid Services to transform federal health programs.The Software Engineering Manager is responsible for delivering and maintaining Information Technology (IT) applications/systems, leading technical teams and driving the engineering roadmap to deliver on National Government Services contractual commitments and/or product roadmaps. Lead the team to enable the vision for a world class Software Engineering organization, deliver with excellence, have a keen customer focus, look for continuous improvement and innovation opportunities, while ensuring streamlined operations for the business and operating in a fast-paced Agile environment.How You Will Make An Impact:

Oversee the full software development lifecycle - from customer requirements, development, testing, features delivery, implementation, maintenance to continuous improvements in a SAFe Agile release train environment, in partnership with product and program management, for technology solutions ranging from custom development to commercial off the shelf products.

Manages multiple cost centers and/or plan of record projects; manages a cross-functional team of professionals, comprised of developers, engineers, administrators and analysts to deliver on diverse technology initiatives

Manages multiple software applications (or the equivalent capital and/or level of responsibility and complexity).

Understand audits and standards requirements, engage with internal and external audits, maintain and implement standard operating procedures, improve compliance and lead corrective action plans with diligence.

Oversees and implements new subsystems, procedures and techniques; manages implementation/integration projects to ensure deliverables.

Establishes and maintains collaborative relationships with key business partners. Hires, trains, coaches, counsels, and evaluates performance of direct reports.

Define and drive the adoption of software engineering practices and modernization such as Continuous Delivery/DevSecOps, Test Automation, Performance and 508 Testing, Security practices and more, to improve resiliency, quality, efficiency and speed of delivery while balancing business needs.

Evaluate all directives, change orders, and projects as to their impact on tactical plans, budgets, and contract compliance.

Minimum Requirements:

Requires an BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 5 years of experience leading project teams, application software development, maintenance or implementation and support, including 3 years of management or leadership experience; or any combination of education and experience, which would provide an equivalent background.

This position is part of our NGS (National Government Services) division which, per CMS TDL 190275, requires foreign national applicants meet the residency requirement of living in the United States at least three of the past five years.

Preferred Skills, Capabilities & Experiences:

Experience delivering and managing large custom and off the shelf software implementations for external and internal users, in on-prem and cloud environments.

2+ years of experience leading software engineering practices such as Continuous Delivery, DevSecOps and Test Automation.

Experience with products and tools including IBM Business Automation Workflow, Rapid suite, UiPath Automation Suite, and applications/capabilities such as case management, documents and payments processing, robotic process automation, test automation and DevSecOps.

Experience managing technical teams building products on-premises and on cloud.

5+ years of experience working with Agile and software engineering practices.

A forward-thinking leader who is experienced with document imaging integrations and has a passion for continuous improvement.

Experience with enterprise CRM platform development and integrations preferred.

Familiarity with ARS, FISMA and FEDRamp security requirements and understanding of PHI/PII data security practices is helpful.

Federal government, healthcare, insurance and/or consulting experience a plus.
