DescriptionICF is hiring a VoIP Engineer who will be responsible for providing the design, installation, operations, maintenance, and sustaining engineering for the assigned telephone systems at HCHB, COOP site and DOC occupied facilities maintained by DOC customers. The candidate will be responsible for the Cisco Unified Communications system and must be able to perform all duties associated with managing this system.The nominal support requirement for this service is 1st shift, with on-call at other times. Additional support may be required during major events based on scheduled customer requirements and may result in 2nd shift, 3rd shift, or on-call support.This is a hybrid position reporting three (3) days per week to the client site in Washington, DC.Responsibilities :

Operate, maintain, and perform sustaining engineering for the Cisco telephone system infrastructure including basic services (operational configuration, engineering and maintenance of analog, digital telephone, and VoIP switching system); and corrective/preventative maintenance of telephone instruments and drops.

Perform installation design, procure, and install new cabling, equipment, and associated hardware and software to extend and/or enhance existing services.

Provide end-to-end support equipment and services for moves, adds, and changes (MAC). These services include instrument placement, infrastructure, and other required services to provide telephone-related connectivity within, and external to, HCHB. (Note: VoIP users will be allowed to move their VoIP instrument to locations with existing VoIP service.)

Provide operator services processing international calls, collect calls, conference calls, other operator-assisted calls, provide directory assistance (DA) service (Locator) and maintain current DA information, and log information on billable calls. The operators shall provide general information in response to public inquiries not requiring referral to External Affairs.

Support existing and future VoIP requirements, including VoIP phones (including physical phones, softphones and WiFi phones), associated call processors, E911 services, and gateway systems.

Supply VoIP services to on-site and off-site DOC entities which have supportable LAN services and have been approved by the COTR for VoIP services.

Support the VoIP systems interfaces and provide required programming to facilitate connectivity.

Provide logging and blocking security services via a telephone firewall. The contractor shall review the logs and make recommendations to identify DOC telecommunications personnel and implement changes and rule-based policies as directed by the COTR.

Maintain the E911 switch and ancillary equipment, including the ANI/ALI database and its interfaces with the HCHB phone systems.

Provide current telephone data for the HCHB E911 center ANI/ALI database on a weekly basis.

The HCHB data shall include the building, room, occupant/assignee, organization and mail code, and directory number(s) for all active ports in HCHB. This HCHB data, sorted by directory number, shall also be made available electronically to the COTR on a monthly basis.

Provide translations and routing for HCHB cellular 911 calls and for remotely located VoIP 911 calls.

Protect the privacy rights of users of the telephone systems.

Provide call detailed information as requested by the COTR in support of DOC’s Security, Office of Inspector General (OIG), and DOC’s Office of Chief Counsel. This information may be required at short notice.

Provide Telephone Call Detail Report. The contractor shall provide close to real time access to the telephone call detail database to a very limited number of people specifically designated by the COTR.

Supply operating guides that will walk users through routine operations for their instrument type, including frequently asked questions.

Provide voice mail services including recorded announcements, audio and visual indicators of messages waiting retrieval, forwarding capability, broadcast (voice mail lists), 15 minutes of storage standard and 30 minutes as directed, auto dial voice mail caller, auto reply (send message back to voice mail caller), create, delete, and retrieval of messages from any Dual Tone Multifrequency (DTMF) phone (internal or external to HCHB). Retrieval of messages external to the HCHB shall be accessible via a local Directory Number (DN) by the Government.

Ensure that the following features are active and available to users and are kept at current supportable revision levels including its underlying release software. These features include call forwarding, transfer, switch conferencing 3 and 6-way, camp on, redial, hold, call park, caller identification (ID), call waiting, message waiting, call pickup, hunt group, speed call, auto dial, caller ID outgoing, and HCHB-wide calling name delivery.

Monitor usage on trunking facilities and notify the Government when usage levels approach levels of service degradation (>P 0.01).

Make all telephone system components property of the Government upon delivery or installation.

What you must have:

4+ years of experience supporting VOIP and Video Teleconferencing infrastructures

1+ Years of experience with Cisco Finesse

2+ years experience creating and documenting troubleshooting and setup process documents for VOIP IT Software and Hardware

Must be able to obtain Public Trust clearance.

US Citizenship is required (required by the federal government for this position).

MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and federal and state laws do apply.

Active Top Secret clearance is highly preferred

Bachelor’s degree in computer science, Engineering, Business Management, or equivalent

Must possess appropriate Cisco Unified Messaging certifications.

Experience as a remote worker demonstrating time management and self discipline

Ability to work in a high-pressure environment, meet deadlines, and simultaneously develop, deploy, and coordinate multiple projects, demonstrable by work history.

Excellent interpersonal skills and demonstrated ability to work well in a team environment.

Excellent communication skills – both verbal and written – in the English language.
