Job DescriptionThe Crime Intelligence Analyst is a full performance level position responsible for professional, administrative and technical work within the Police Department under the supervision of the Intelligence Led Policing Manager. The Crime Intelligence Analyst performs work extracting, collecting, collating, and analyzing open source, incident, intelligence and traffic data to disseminate actionable intelligence products relating to criminal activity, crime trends and problems, and patterns based on spatial analysis (dealing with geographic locations), temporal analysis (dealing with time frames), and modus operandi (dealing with criminal behavior). The Crime Intelligence Analyst performs other related work as required. Essential FunctionsTYPICAL FUNCTIONS:The Crime Intelligence Analyst performs the following functions:

Uses crime data, intelligence and knowledge of police programs and patrol activities to identify opportunities for proactive policing efforts and effective resource allocation

Analyzes police incident reports to determine the type of crime, suspect(s) description, geographical location, time of occurrence, method of operation, vehicles and type of stolen property in support of patrol and investigative activities

Runs criminal history checks on subjects who were field interviewed by officers and people arrested for criminal activity

Prepares and disseminates actionable intelligence reports and crime bulletins both internally and externally in a timely and understandable format either orally or in writing/electronically

Provides recommendations or strategies to be used for apprehending criminals in the form of directed patrol recommendations; extra surveillance, stakeouts, etc.

Participates in the investigative process through analytical examination of data and intelligence, preparing demonstrative evidence products for court as needed, and identifying case linkages in support of successful prosecution

Presents crime analysis related intelligence in an effective format by using Geographic Information System (GIS) to plot areas of criminal activity, calls for service, incident report locations and/or accidents

Prepares for and actively participates in briefings for command staff, road patrol, and investigative personnel as needed

Responds to personnel requests for tactical, administrative and strategic analysis to include area analysis studies, background studies, statistical information, and any other studies on demand

Coordinates and participates in regional intelligence meetings

Identifies and monitors prolific offender activities

Conducts open source research and data analysis of social media for potential criminal activity and/or threats to the community

Forecasts crime sprees and communicates findings to direct proactive patrol efforts

Reviews video evidence

Highlights active warrants and repeat offenders for operational personnel

Monitors pawnshop activity and online resources for evidence/stolen property, provides analysis of possible flow of stolen property

Participates in Intelligence Led Policing efforts

Supports crime prevention officers in meetings with community groups and other City agencies

Keeps abreast of criminal investigative techniques and the Department's reporting procedures through maintaining a close working relationship with officers and investigators

Routinely confers and collaborates with other Crime Intelligence Analysts within the Department and within the region to discuss, determine, review and identify crime trends, series and patterns and to resolve problems

Knowledge, Skills and AbilitiesThe Crime Intelligence Analyst must have a thorough knowledge of the theory, principles, practices, and methods of crime analysis and criminal behavior. The analyst must have a thorough knowledge of standards and methods of statistics and research techniques used to conduct statistical analysis and determine criminal patterns. The analyst must have the ability to acquire and maintain general knowledge of department policy and criminal investigation techniques. The analyst must have the ability to acquire competent excellence in the use of departmental computer applications, Geographic Information Systems (GIS), the most current version of Microsoft Office Suite, open source searching and departmental reporting systems to assist in the analysis function. The analyst must have the ability to determine pertinent information to extract from police systems and open source to analyze statistical data in order to draw sound conclusions. The analyst must have the ability to prioritize and keep accurate and detailed records. The analyst must have the ability to communicate clearly, concisely and respectfully, both orally and in writing, with law enforcement personnel and the public. Minimum and Preferred QualificationsAn Associates Degree from an accredited college or university with major coursework in statistics, crime or intelligence analysis, criminology, research methodology, or other closely related field. Four (4) years of experience collecting and analyzing data and/or intelligence in a law enforcement environment. Two (2) years of the required experience may be supplemented by a Bachelors Degree in coursework of the same. SPECIAL REQUIREMENTS:The analyst must have a valid State of Florida driver's license with no more than six (6) points in the last three (3) years. The analyst must successfully complete a criminal history background investigation to the satisfaction of the employer prior to appointment. The analyst must attain their FCIC and NCIC certificate within the first six months of employment. The analyst must begin the International Association of Crime Analysts Certified Law Enforcement Analyst examination process within 12 months of employment. BENEFITS SUMMARYFull-Time Non-Bargaining EmployeesANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.Year of Service Accrual 0 to 5 full years 8 hours per month 5 to 10 full years 10 hours per month 10 to 15 full years 12 hours per month 15 full years and over 14 hours per month CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.

An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution.

The two (2) options will be fully explained prior to an irrevocable selection.

Optional: 457 Deferred Compensation Savings Plan is available.HOLIDAYS: 14 per year: 11 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of StateTUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP).
