City of Jacksonville employees are also eligible for Federal Student Loan Forgiveness after ten (10) years of public service and on-time payments.This is professional accounting work in planning, organizing, and directing the work of an accounts payable activity. Work requires knowledge of the theories, principles, and practices of accounting and accounts payable. Supervises the work of subordinates by scheduling, assigning, monitoring, reviewing, and evaluating the work of employees engaged in recording and processing payments for all goods and services used by the City. Contacts are primarily for the purpose of understanding and/or influencing others to achieve project objectives. The work is covered by clearly defined policies and accounting principles and the employee is required to exercise judgment in determining how to accomplish program objectives. The work requires the use of judgment in searching for solutions or new applications within one's known experiences. Work is performed in an office environment where risks and hazards are minimal, known, predictable, and controllable. Operates a personal computer using word processing, spreadsheet, and various accounting related software. The physical demands consist mainly of sitting or standing at a workstation for extended periods of time, using office equipment on an ongoing basis, and occasionally lifting and moving light objects. The work is performed under administrative direction where the work is subject to operating plans, objectives, functional policies, and precedents, and the worker is given the freedom to determine how and when expected results are achieved. The work is reviewed in terms of feasibility, compatibility with other work projects, and effectiveness in meeting requirements or expected results. Examples of Work

Trains, assigns, directs, reviews, and evaluates the work of assigned employees engaged in recording and processing payments for all goods and services used by the City.

Plans and develops standard operating procedures to ensure consistency and conformance to City rules and regulations.

Oversees the development and implementation of new accounts payable processes and/or systems.

Monitors workflow for planning improvements in quantity and quality of service.

Solves vendor and other department problems through phone communication and correspondence.

Makes journal entries to correct the accounts payable system.

Balances accounts payable encumbrances to the general ledger.

Operates standard office equipment such as personal computers using word processing, spreadsheet, database, and various accounting related software.

Communicates clear direction, manages for results, and leads organizational change.

Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.

Demonstrates proficiency in the City of Jacksonville’s competencies .

Performs related duties as required.

Knowledge, Skills and Abilities

Knowledge of statutes, laws, rules, and regulations governing accounts payable.

Knowledge of automated accounting and accounts payable systems.

Knowledge of supervisory principles, practices, and procedures.

Skill in making and verifying mathematical calculations.

Skill in establishing and maintaining accounts payable records and reports.

Ability to understand and apply accounting and accounts payable theories, principles, and practices.

Ability to plan, organize and schedule work efficiently.

Ability to train, assign, direct, review and evaluate the work of assigned employees.

Ability to evaluate accounting and accounts payable procedures.

Ability to analyze and audit accounting, accounts payable, and fiscal data, records, and reports.

Ability to prepare comprehensive reports.

Ability to develop computer-based spreadsheets, graphs, and reports.

Ability to operate standard office equipment such as personal computers using word processing, spreadsheet, database, and various accounting related software.

Open Requirements/Supplemental InformationOPEN REQUIREMENTS:

Six (6) years of education and/or experience in accounting which includes successful completion of 21 semester hours of accounting course work and three (3) semester hours of management course work at the college level from an accredited institution;

Two (2) years of professional level accounting experience and two (2) years of accounts payable experience.

Preferred

Supervisory experience is preferred.

Bachelor’s Degree from an accredited institution in Accounting is preferred.

OTHER REQUIREMENTS:

The probationary period for this class is twelve months.
