The Advanced Treatment Water Facility Operations Specialist will have an in-depth understanding of the JEA Purification program and treatment processes to meet the expected Job Duties & Responsibilities described in the section below. The purification treatment processes include (but are not limited to) the following: Reverse Osmosis (RO), Ultra-filtration (UF) and/or Micro-filtration (MF), Advanced Oxidation Processes (UV based), Activated Carbon (GAC), Stabilization practices, Dissolved Oxygen removal with membrane contactors, Aquifer replenishment and deep well injection practices.
The Advanced Treatment Water Facility Operations Specialist will ensure all operations and maintenance practices with both Critical Control Point (CCP) and Critical Operating Point (COP) analyzers are conducted, troubleshoot complex operations problems, oversee operations of pilot systems (operation, data collection, & staff training), and assist with training staff at each H2.0 facility (including the H2.0 Purification Center).
Responsible for troubleshooting plant processes and assisting in staff training of purification processes and aids in thedevelopment and the maintenance of Job Hazard Analysis, SOPs, and preventative maintenance schedules.
Utilizes computer-based Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations; investigate and respond to alarms; understanding of ladder logic, navigate and scan a multitude of monitors andprogram screens to observe, track and retrieve on-line instrument readings for water, chemicals, and equipment.
Assists with the Pilot study program and evaluate pilot data for optimizing performance.
Responsible for implementing or developing industry best practices for operations, maintenance, troubleshooting and training to support the safe and efficient operation of JEAs Water Purification Facilities.
Verifies WQ data collected (internal and external) is accurate and address any issues with outliers in data.
Provides input on shop drawing submittals, design review, and assist with providing feedback on process control for existing and future facilities.
Proactively acquires and maintains extensive knowledge in the operation and troubleshooting of process analyzing equipment, sensors, and lab equipment.
Stays current on developing trends and emerging technologies and regulations to assist JEA Standards group with implementing any unique Purification equipment.
Assist in the coordination and scheduling of operational training specific to ATWF processes with industry experts.
Performs other work-related work as assigned.
Utilizes scientific methods to determine optimized performance, diagnose issues and recommending corrective actions.Education:High school diploma, supplemented by college level course work or vocational training in water, wastewater, chemistry. A Bachelor of Science in engineering, chemistry, or biology degree preferred.
Experience:8 or more years of experience in membrane treatment facilities (Reverse Osmosis, Nano-Filtration, Ultra-Filtration and/or Microfiltration). Experience shall include, but not limited to, being progressively responsible for operations and maintenance directly related to membrane treatment as well as having responsibility in compliance with state laws through monthly operational reporting and/or meeting the essential duties of the job such as those listed above.

A combination of experience and college education based on the requirements listed above.
License/Certifications/Registrations:
A valid driver's license is required prior to employment and must be maintained during employment in this classification.
A Florida Class "A" Drinking Water License is strongly preferred.
Within 24 months of employment, the following are required:
Certification from the Southeast Desalting Association:
Membrane Operator Certification (MOC) I
Membrane Operator Certification (MOC)II (Advanced Reverse Osmosis Certification) and;
Membrane Operator Certification (MOC) III (Membrane Filtration)
Certification from the Florida Water & Pollution Control Operators Association Direct Potable Reuse (DPR) course
Licenses/certifications must be maintained during employment in this classification.
