Data Integration Manager - Data Management

Position SummaryThe Data Integration Manager provides high quality data integration and data management policies, procedures, process, and standards to the enterprise. Serving as a key member of the HFHP IT leadership. The Data Integration Manager is responsible for directing and coordinating the support of all incoming and outgoing data files, managing, and overseeing the Extract, Transform, and Load (ETL) capabilities that support the Electronic Data Interchange (EDI) services. Management of these services will include service level agreement (SLA) success, production monitoring, quality auditing, regulatory, compliance, education, and workflow prioritization. This position is also responsible for coaching and developing associates by utilizing their strengths and assuring team productivity is within best practice for the health plan industry. Primary Accountabilities

Leverage integration knowledge to oversee building, testing, and installation of electronic transaction interfaces with customers, suppliers, and 3rd party business partners. Interfaces include all ETL, EDI and semi-structured data such as XML and JSON

Oversees data integration unit testing and end-to-end testing with customers, suppliers, and other business partners.

Manage the creation of the technical data specifications for the technology groups (internal and external), accountable for root cause analysis, and performance tuning definition opportunities.

Oversee the development of documentation to describe data integration policies, procedures, processes, and standards.

Provide extensive support to various departments by participating in gathering business requirements, assessing needs, and designing new IT solutions to improve business efficiency and productivity.

Provide daily monitoring of ETL and EDI job runs and logs to make sure all files process correctly, reconcile daily transactions to make sure each file is run, processed, and error logs are working appropriately. Accountable to lead the resolution of issues and communicate updates to the business stakeholders and leadership.

Manage the collaboration and development of ETL and EDI project plans with all of its appropriate components (including communication with Trading Partners) to support individual tasks as well as PMO related project assignments.

Manage vendor relationship through communication with external vendor’s lead contact ensuring SLA’s and SMART goals are implemented for turnaround and quality scores.

Accountable for the reliable and effective ETL and EDI operations by monitoring production in a data integration capacity.

Manages troubleshooting, analysis, problem solving, exception handling, and re- processing as necessary to ensure reliable operations.

Coordinate and execute the daily ETL and EDI support activities to ensure the delivery of technical data integration services.

Report weekly and/or monthly summaries to management showing metrics such as vendor performance (inventory workflow, including SLA and SMART goals) and adherence to contracted requirements.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Information Systems, Business Administration, Computer Science, or related technical discipline.

Licensure: None required

Certification: None required

Work Experience:

o Four years experience in enterprise data architecture and data integration.

o Experience leading teams in analyzing business requirements, translating them into technical data requirements, and working with hosted solutions.

Work Experience in lieu of Education: Additional four years experience in enterprise data architecture and data integration.

Knowledge/Skills/Abilities:

o Strong problem-solving, analytical, and communication skills.

o Proven ability to work independently, managing multiple tasks and deadlines while managing teams successfully.

o Proficient in data management policy and procedure development, best practice standards, processes, and quality assurance concepts.

o Leadership and interpersonal skills coupled with the ability to communicate well with both technical and non-technical end users and leaders.

o Possess analytical and creative problem-solving skills that foster a lean culture.

Knowledge/Skills/Abilities:

o Knowledge of HIPAA/EDI X12 v5010 healthcare-related file formats including 820, 834, 835, 837, 270, 271, 276, 277, 278, 999, TA1 and 824 and data such as eligibility and accumulators leveraging the Amisys Database.

o Knowledge of various ETL platforms and tools such as Azure Data Factory, Managed File Transfers, SFTP, PGP, and basic networking

o Proficiency with regulatory requirements associated with HIPAA, CAQH CORE, ICD-10, and the Affordable Care Act.

o Proficient in Microsoft Office Word, Excel, Project, Visio, Microsoft SQL Server, and Oracle.

o Business knowledge of key managed care functions including specific knowledge of claims, enrollment, and premium business processes in a commercial, Medicare, or Medicaid health plan/TPA organization.

o Fluent with commonly used concepts, best practices, and procedures within the health care industry.

o Familiarity with the data provisions of the Affordable Care Act of 2010

o Knowledge of industry standard health data code sets such as ICD-9/ICD-10, CPT/HCPCS, and Revenue Codes.

PHYSICAL REQUIREMENTS

Majority of time involves sitting or standing; occasional walking, bending, stooping.

Prolonged periods of computer time or at workstation.

Light work that may include lifting or moving objects up to 20 pounds with or without assistance.

May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise.

Visual acuity and hand-eye coordination to perform tasks.

Workspace may vary from open to confined; on site or remote.

May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle.
