This position has regulatory responsibilities and is subject to the provisions of Section 60L-36.003, Florida Administrative Code, and Chapter 112.313, Florida Statutes. Some alternate work hours required to accomplish duties and responsibilities. JOB DUTIES: Serves as the administration liasion to the division. Provides technical assistance to staff in areas of responsibility. Reviews procedures and recommends changes and improvements. Serves as the Division’s Rule Coordinator. Assists bureaus with rule updates, revisions and development. Reviews rules for accuracy, grammar and consistency. Files all appropriate documentation throughout the stages of rule development and publication by appropriate deadlines. Ensures that all policies and procedures are followed, and all paperwork submitted when proposing statute and rule revisions. Ensures all associated forms are updated and incorporated within the rule. Ensures all relevant Florida Statues and Code of Federal Regulations are appropriately incorporated within the rule. Works closely with the Office of General Council during the rule development process. Responsible for creating, compiling and submitting the Division’s annual regulatory plan. Serves as the Division’s Forms coordinator by updating and maintaining division utilized forms. Responsible for oversight of all Division of Animal Industry vehicles, vehicle report review, up-to-date master vehicle log/inventory, and preparation of reports as requested by management. Ensures that all vehicle maintenance schedules are followed (takes Tallahassee vehicles for maintenance and repair as needed) and reviews vehicle repair requests; serves as the Division Fuel Card Coordinator. Prepares all paperwork monthly, retains an audit paper trail, reviews vehicle logs and reports for fraudulent activity and corresponds with division staff when new or revised vehicle policies are implemented. Responsible for ordering/canceling replacement vehicle charge cards. Audit paperwork must be signed/dated/and retained for 5 years. Serves as the Division’s Property Custodian Delegate. Responsible for safeguarding and controlling all Division-assigned real and tangible personal property. Completes Property Inventory Transactions forms upon the acquisition of property items. Responsible for the assigning and displaying of all property numbers and tags with proper documentation of the value, age and condition. Affixes property decals to property items. Transfers property items using the electronic ICR form in Remedy. Performs annual inventory and related reconciliations. Identifies and requests disposal of surplus property items. Ensures adequate insurance coverage is maintained on all real property and contents. Serves as the division’s facility manager coordinator. Responsible for assisting with the development and implementation of policies, procedures, guidelines and directives relating to facility maintenance for the Division of Animal Industry. Acts as liaison between division facility managers, completes department required reports and works with the facility managers to ensure facilities are in compliance with applicable state and federal regulations relating to facility maintenance; reviews administrative polices; evaluates impact on operations; and identifies potential problems and recommends appropriate action. Serves as division’s Leasing Coordinator. Completes (with the Senior Management Analyst II-SES who serves as the Financial Director) Space Allocation Worksheet (SAW) for new moves, orders new furniture, surpluses old furniture, assists with alarm systems for all buildings, works with the Department of Management Services (DMS) or division staff regarding signage and assists division staff with obtaining moving, equipment, building, etc., quotes. Serves as division-wide Safety Program Coordinator. Coordinates with division staff to develop safety programs for all aspects of division responsibilities. Schedules and performs training for all division plans. Provides guidance and training on topics relevant to division safety. Maintains database of all safety training and related program activities. Serves as Assistant Division Safety Officer. Participates in Department Safety Committee meetings with the Assistant Director. Maintains electronic emergency management records for the Assistant Director including annual updates to the Health Safety and Security Manual (HSSM) and Continuity of Operations Plan (COOP). Assists with updates to the Division COOP with the Division COOP Coordinator. Assist with the development, initiation and implementing COOP exercises. In the event of a COOP, represents the Administrative Unit on the DRT-1 deployment and ensure proper setup and implementation of COOP activities.
